  4. Based in New York Focal point for legal matters pertaining to terrorism e.g. international conventions and protocols OFFICE OF LEGAL AFFAIRS (OLA)

  5. PRINCIPAL OBJECTIVES OF TPB • Promote international cooperation in terrorism prevention • Conduct research activities on terrorism in all its forms and manifestations • Engage in technical cooperation activities in efforts to prevent terrorism

The TPB Manual Series • Assisting Victims of Terrorism: A UN Manual for Helpers • Media Coverage of Terrorism: A Guide For Journalists and Law Enforcement Officers • Bomb Threat Analysis and Response • A Manual for Dealing with Hostage Situations • Legal Aspects and Best Practices Pertaining to Terrorism • Recognizing Early Warning Signals of Terrorist Escalation (including potential use of weapons of mass destruction)

OUTCOME A “toolbox” of technical cooperation manuals that will improve the capability of Member States to: • Prevent a potential terrorist incident BEFORE it occurs • Prevent escalation DURING an incident (e.g.containing and minimizing damage) • Engage in assessment and recovery efforts AFTER an incident
