  1. Malaysia Geospatial Forum 2012Melaka 6 - 7 Mar 2012National River Rehabilitation Program Dato’ Ir. Lim Chow Hock Department of Irrigation & Drainage, Malaysia

  2. Definition of River and River Basin “River” means any river, stream, creek or other natural water course, and/or any tributary, distributary or artificial deviation thereof (National Land Code 1965) “River Basin” means the area of land from which all surface runoff flows through a sequence of streams, rivers and possibly lakes into the sea at a single river mouth, estuary or delta (European Union Water Framework Directive 2000)

  3. RIVER BASIN

  4. Definition of River “Rehabilitation” • To bring back river to its original condition (back to nature) with a healthy eco-system • Multi-action and steps to recreate the dynamic balance and function of the river to a sustainable state

  5. River Rehabilitation Objectives • To restore natural water quality • To restore flow regime • To restore channel stability and geometry • To restore riparian community of life • To restore vegetation and aquatic life

  6. Spafford Creek, Otisco LakeWatershed, New York River Rehabilitation

  7. Issues Related to River

  8. Land Development– Erosion & Sedimentation Uncontrolled Land Development

  9. Urbanization – Flooding

  10. Solid Waste - River Pollution

  11. Effluent Discharge - Water Pollution

  12. The Need for an Integrated River Basin Management (IRBM)

  13. INTEGRATED RIVER BASIN MANAGEMENT (IRBM) • “The process of coordinating conservation, management and development of water, land and related resources across sectors within a given river basin, in order to maximize the economic and social benefits derived from water resources in an equitable manner while preserving and, where necessary, restoring freshwater ecosystems.” (Adapted from Integrated Water Resources Management, Global Water Partnership Technical, Advisory Committee Background Papers, No. 4, 2000.)

  14. DAM (JPS) IRRIGATION (JPS) RECREATION DRAINAGE (JPS) WATER QUALITY FLOOD MITIGATION (JPS) RIVER CONSERVATION & REHABILITATIONS RIVER CORRIDOR DEVELOPMENT NAVIGATION

  15. MISI, VISI & OBJEKTIF IRBM MISSION, VISION & OBJECTIVES MISSION “To manage water resources, river basins, flood risks and coastal zone to achieve environmental sustainability and enhanced quality of life.” “To inculcate GIS culture for efficient and effective service delivery by 2020“ VISION • provide an integrated framework for planning and management of water resources • facilitate decision making on water resources and water resources related issues • enhance the awareness of the trends & potential benefits on water resources management OBJECTIVE

  16. Geospatial Information for an Integrated River Basin Management

  17. National River Register

  18. River Basin Delineation

  20. River Basin Geospatial Information Data Collection • Engineering Surveys of river • Alignment, Centre line, Banks • Longitudinal sections • Cross-sections • Reserve / ROW • Topographical Map • Cadastral Map • Satellite Images • DEM (liDAR or IFSAR) • Structures (Dam, Bed Control, Barrage, Gates, log boom etc.) • Hydrological Stations (water level, rainfall) • Water Quality Stations (DID, ASMA)

  21. Application of Geospatial in the River Rehabilitation Programs One State One River (1S1R) jps@komuniti Muar River Basin Management

  22. ONE STATE ONE RIVER (1S1R) PROGRAM Sg. Perlis Sg. Petani Sg. Pengkalan Chepa Sg. Pinang Sg. Hiliran Sg. Kinta Sg. Papar Sg. Galing Sg. Penchala Sg. Penchala Sg. Temiang Sg. Bintagor Sg. Melaka Sg. Skudai

  23. 1 STATE 1 RIVER–CONCEPT OF MINI IRBM River Mapping • i. Identify sources of pollution • Monitor Water Quality Index at regular intervals • Form River Monitoring Committee • Identify responsibilities of each department to control river pollution • v. Each department bid for allocation to overcome river pollution problems

  24. Sg Temiang River Alignment and Boundary

  25. Sg. Melaka Flood Warning System

  32. Muar River Basin

  33. Muar River Basin – showing river, state and district boundary

  34. Muar River Basin- Flooded Area (2007) Kawasan Banjir 397 km2 . Source: The Preparatory Survey For Integrated River Basin Management Incorporating Integrated Flood Management With Adaptation Of Climate Change (JICA 2010)

  35. Muar River Basin – River Water Quality (2007) Source: The Preparatory Survey For Integrated River Basin Management Incorporating Integrated Flood Management With Adaptation Of Climate Change (JICA 2010)

  36. Application of Geospatial in River Management The way forward

  37. What Next ? River Basin Monitoring • 5 urgent projects to use geospatial data for DSS • Sg. KlangRoL Project • Sg. Muar Basin • Sg. MudaBasin • Sg. Damansara Sub-Basin • Sg. Selangor Basin • Progress Report under Geospatial Steering Committee at NRE Ministerial Level

  38. River Basin Monitoring • Activities in the river basin / catchment • Land use changes • Development activities • River corridor illegal encroachment, Squatters • Deforestation • Sand Mining • Pollution discharge • Changes in water quality

  39. Conclusion River as a valuable asset to the country (not a liablity) should be well managed, conserved and rehabilitated from time to time. Geospatial data capturing the location and ground condition is a very useful information tool that helps in making sound decision within a river basin.
