Background • Claims-based measures (e.g., HEDIS) are well-defined but limited. • The EHR could provide efficient clinical quality measurement. • Quality measurement using an EHR can vary by 2% to 23% from clinical chart reviews. • Even with EHRs, <25% of clinics reported the ability Baker DW, Annals, 2007 Commonwealth Fund

Background and Setting • In Oregon as part of a state-wide quality improvement project: • We selected a set of clinical quality measures by consensus • from standards – NQF-approved, Physician Consortium for Performance Improvement (PCPI) generated. • We needed to define these measures further by examining the vocabulary elements required and the EHR experience.

  4. Study question • Is it Feasible for clinics to generate their own quality measures from the EHR? • … will it be Reliable across clinics?

Methods • We developed a survey that asked • Experience with EHR • Experience with clinical quality measurement (from AAFP version) • Specific experience and technique for internal generation of these quality measures • We electronically administered the survey to medical directors of clinics and organizations
