1. Office of Contracts and Acquisitions Kaizen Event

3. Why Office of Contracts and Acquisitions (OCA) for a Kaizen? There was a concern from all offices in ODJFS regarding the time required to obtain a signed agreement. The process to obtain a signed agreement was also complicated and misunderstood by program area customers. Strategic Importance: To improve the availability of JFS vendors to provide services to Ohio’s needy and vulnerable citizens.

4. What is the scope of our Kaizen event? The scope of this event was to specifically streamline the process for completing a contract after the procurement activity. It included the time from when the Request For Agreement was submitted until the purchase order was completed. Contracts and amendments were to be included in this kaizen event.

5. What is out of scope of our Kaizen event? RFP and RFGA process New or additional staff New or additional funding Changes to Federal/State regulations Changes to HR or contract negotiation

6. Objectives To reduce the lead time required to obtain a signed agreement. Reduce processing time without over-exposing the agency to liability. To maintain and/or improve quality of agreement document.

Defects and loop-backs Hand-offs Unnecessary processing Decisions in process Excess transportation Waiting There are 7 basic categories of waste Provide specific examples of each Go back to the flip chart list from the video and have the team identify VA and NVA steps Address “batching” and the “false gains” appear to get from it…save some time in the moment, but overall, customer waits longer for results Discuss possible waste elimination improvements to the simulation with the team.
