ARRA HGEI Grantees Include: • State Labor Market Information Improvement (SGA/DFA PY-08-17) • Green Capacity Building (SGA/DFA PY-08-21) • State Energy Sector Partnership and Training (SGA/DFA PY-08-20) • Energy Training Partnership (SGA/DFA PY-08-18) • Pathways out of Poverty (SGA/DFA PY-08-19) • Health Care and Other High Growth and Emerging Industries (SGA/DFA PY-09-01)

  6. Key Policy Guidance As part of their grant agreement, ARRA HGEI grantees are required to collect participant data and submit quarterly progress reports to ETA. Required OMB-approved Reporting Forms and Instructions Effective for ARRA HGEI grantees as of April 1, 2010 Available athttp://www.doleta.gov/performance/reportingunder ARRA High Growth and Emerging Industries (HGEI) Quarterly Progress Reporting, 2010 OMB 1205-0478 Collecting Social Security Numbers ARRA HGEI grantees are required to collect SSNs for all participants served with grant funds. The collection of this data will help ETA report the impact of these Recovery Act funds and will provide ETA with more comprehensive information on the status of individual grants and individuals that receive services and find employment through these grants. The aggregate information collected and reported to ETA through this requirement will not contain any individual identifying information. 6

  10. Log In to RAD System This section provides instructions for: • Logging in to RAD System – by Authorized Grantee Representative • Logging in to RAD System – by Administrator • Reviewing RAD System Home Page

  11. Log In to RAD System by AuthorizedGrantee Representative • Open the ETA Program Reporting e-mail to obtain the RAD System website, Grantee Password and PIN. • Click on the link to the RAD system website • Enter your Password and click Login.

  12. Log In to RAD System • Open the email - etareporting.auto-email@dol.gov from the Authorized Grantee Representative to obtain the RAD System URL, your Login ID and Password. • Enter your Login ID and Password, and click Login.

  15. Administration This module allows you to: • View Users • Create New User • Administrator • Case Manager • Read Only • Update User • Deactivate/Reactivate User

  16. Add New User • Click ADMIN on the RAD System menu bar. The User ManagementOverview screen is displayed. Authorized Grantee Rep and Administrator see all Grantee staff users (that have been added). • Click Add New User to add a user.

  17. Add New User (Continued) • If you clicked Add New User, fill in new user information. • Select new user’s role (Administrator, Case Manager, or Read Only). • Click Save. The user will receive an email with the RAD website, their Login ID and Password.

  18. Update User • If you clicked User’s name link in the User Management Overview list, the Update User screen is displayed. • Update the desired fields. Only the user may change his own password. Also, you may de-activate the user on the Update screen. • Click Save to enter the updates to the user’s record.

Participant Information This section allows you to: • View Participants • Add New Participant • Enter Program Information • Enter Education or Job Training • Enter Other Grant Funded Services • Enter Employment and Follow-up Info • Enter Gap of Service or Manual Exit • View Participant Summary • Update Existing Participant Information • Reassign Participants among Case Managers

  21. View Participants • Click Participants on the RAD System menu bar to access the Participants Overview screen. • Authorized Grantee Rep and Administrator can view participants for all case managers.

  22. Add New Participant • Click Participantson the RAD System menu bar to process RAD participants. • Click Add New Participant to enter a new participant to the System.

  23. Add New Participant (Continued) • The Add New Participant screen is displayed (for better viewing purposes, only Part 1 is displayed above). • Fill in the Participant information. The red asterisks (*) indicate required fields. If a specific data format is required, it is shown next to or below the field.

  24. Add New Participant (Continued) • Continue entering Participant information by selecting the appropriate data. • If you select Yes in the Social Security Number field, an additional field is displayed for entering the Participant’s SSN ( ).

  25. Add New Participant (Continued) • Continue entering Participant information by selecting the appropriate Other Demographics data.

  26. Add New Participant (Continued) • Continue Participant information by entering the Date of Participation. Note: Date of Participation cannot be updated after this screen (Add New Participant) is saved for the first time. • Indicate the Participant’s current employment status. • Click Save to enter the new Participant.

  27. Participant Menu Tabs Add Participant Program Information • After you save the New Participant’s record, the Program Information screen is displayed. • Fill in the program information. Green Industry Sector is only filled in for specific grants (defined on the screen, above the field). • Click Save to enter the Participant’s program information record.

  28. Add Participant Program Information If you select Yes to “Has Participant Successfully Completed the Program?” - additional fields are displayed as shown above. Enter the Participant’s credential information. Click Save to enter the Participant’s program information record.

  29. Add Participant Program Information If you select Yes to “Attained Additional Credentials?” – a new section is displayed as shown above. Enter the date that each additional credential was obtained (up to 15 additional credentials). Click Save to enter the Participant’s program information record.

  30. Participant Summary • To review the Participant’s Summary screen, click the Participant’s name link on the RAD Participants Overview screen. • After the Participant is selected, you can move to the Summary screen from other functions by clicking the Summary tab on the Participant’s menu bar.

  31. Add Education or Job Training • From the Participant’s Summary screen, click the Add New Activity link. • The Education or Job Training screen is displayed.

  32. Add Education or Job Training (Continued) • Fill in the new activity date(s) and select activity type. • Click Save. The activity will display on the Participant’s Summary screen.

  33. Add Other Grant-Funded Services • From the Participant’s Summary screen, click the Add Other Grant-Funded Services link. • The Other Grant Funded Services screen is displayed.

  34. Add Other Grant-Funded Services (Continued) • Select the Other Grant-Funded Service type and date(s). • Click Save. The Other Grant Funded Service will display on the Participant’s Summary screen.

  35. Employment and Follow-up • Fill in the Participant’s Entered Employment data. • Green Industry Sector is only filled in for specific grants (defined on the screen, above the field). • Enter Date of Contact with Participant.

  36. Employment and Follow-up(Continued) • Select the Quarter 1 and Quarter 2 Follow-up indicator (Y/N) and date for Participant’s employment. • Enter Follow-up Notes as necessary. • Click Save to enter the Participants Employment and Follow-up record.

  39. Reassigning Participants From the Participants Overview screen, Authorized Grantee Reps and Administrators may reassign Participant(s) among case managers. Select the Participant(s) you want to reassign. Select the receiving Case Manager in the Reassign Checked Cases to field. Click Submit. Checked Participants are reassigned to selected Case Manager.

Quarterly Progress Report In this section you will learn to: • Select Desired Quarterly Progress Report • Enter Program Criteria (Case Manager, Program Year, and Quarter) • Generate your Quarterly Progress Report for Viewing or Printing • Upload your narrative report • Certify and submit your Quarterly Progress Report (Authorized Grantee Representatives Only)

  42. Quarterly Progress Report (Continued) • Click the Reports tab from the RAD menu bar. • The Reports screen is displayed. • Click the Grantee Quarterly Performance Report link.

  43. Quarterly Progress Report (Continued) Program Year (PY) Schedule: PY 2009: July 1, 2009 – June 30, 2010 PY 2010: July 1, 2010 – June 30, 2011 PY 2011: July 1, 2011 – June 30, 2012 PY 2012: July 1, 2012 – June 30, 2013 PY 2013: July 1, 2013 – June 30, 2014

  44. Quarterly Progress Report (Continued) • Select the Quarter for the QPR. • Click Build Report to view QPR online. Click Printable Report to print the QPR.

  49. Quarterly Progress Report (Continued) • To submit the Quarterly Progress Report, it must be Certified by entering the PIN supplied to the Authorized Grantee Rep • Click Certify to submit the Quarterly Progress Report to ETA.
