Division of Revenue Act Requirements • The Department of Education (transferring department) must: - Provide payment schedule to National Treasury - Ensure transfers according to the payment schedule - Approve provincial business plans and submit to National Treasury - Monitor expenditure and performance • The Department of Education complied with the relevant requirements • The provincial education departments (receiving departments) must: - Ensure spending is in accordance with priorities and business plans - Report on expenditure and outputs - Incorporate planning for the grant as part of the department’s core business

Division of Revenue Act Requirements (2) • The Department of Education (transferring department) must report on the following during the financial year: Amount of funds transferred Amount of funds stopped or withheld Steps taken to address causes of decision to stop or withhold transfers Actual expenditure incurred at provincial level Any other relevant information (as may be required by National Treasury)

Review of 2006/07 • Division of Revenue Act requires annual review of grants • Report on review must be submitted to National Treasury within 4 months after the end of the financial year • A review for 2005/06 was completed and submitted as prescribed • Planning commenced for the review of 2006/07 • Provincial teams will perform a first round of evaluations and submit reports to the Department • The Department will perform a second round of evaluations and discuss the outcome with the provinces • The completed report will be submitted by the end of July 2007 as required

Review of 2006/07 (2) • Main focus areas of the review in line with Treasury’s practice note: - Progress made with the programmes - Monitoring procedures and reporting on progress - Programme management - Financial capacity (available funds and utilisation thereof) • Activities to be performed: - Visits to selected schools and FET College campuses - Interviews with school/college personnel and provincial and district officials - Assessment of documentation (such as attendance registers/reporting templates) - Physical viewing of food gardens/kitchens • Key recommendations flowing from the review will be used to improve programme performance, monitoring and management in the future
