  1. Monitoring and Evaluation of the RES directives implementation in EU27 and policy recommendations for 2020 - RES2020 EIE/06/170/SI2.442662 Start Date 1/10/2006 – End Date 30/03/2009

Objectives • RES2020 aims at analysing the present situation in the RES implementation, defining future options for policies and measures, calculating concrete targets for the RES contribution that can be achieved by the implementation of these options and finally examining the implications of the achievement of these targets to the European Economy. • A number of future options for policies and measures will be defined and they will be studied with the use of the TIMES energy systems analysis model, in order to analyze the quantitative effects on the RES development

Direct Outcomes • An independent monitoring of RES policies in EU25 (and EU27). • A detailed energy model covering EU27 unique in the sense that it will include detailed modelling of RES on a country level basis. • A detailed and accurate quantitative analysis of the effects of RES policies and measures and quantitative targets for the share of Renewables 2020. • Policy recommendations for EU25 (and EU27), for different RES support systems, in order to achieve the suggested targets for RES.

Target Groups • Policy makers on an EU level and on a National level will benefit from • The independent market view and monitoring, which will offer a clearer picture of the existing situation in their countries and in the EU as a whole. • The analysis of the future options through the energy models will give quantitative results regarding the outcome of each action. • RES industry producers will benefit from a realistic overview of the market in all the countries. They will also gain information about the available RES potential and the possible RES share in the primary energy supply in the future, which will give them a clear view of the market perspective. • Researchers and Energy policy analysts will benefit from the experience gained in the modelling of RES and their particular attributes

  11. Public Consultation with Key actors • Electronic forum of national experts. This network will discuss and validate the data collected, and the model outcomes. Close cooperation with the members of the EnR network. • Electronic forum of MARKAL-TIMES users in the EU with the help of the ETSAP Implementing Agreement of the IEA. The main topic will be the methodological approach used in the model. • Six workshops will be held after the end of the consultation procedure with the national experts through the experts forum. • A Brussels event will be organised, focusing on renewable energy policy and market development in the European Union. • A session in an Interparliamentary meeting will be organised with the involvement of EUFORES, in order to present the project outcomes and disseminate the results.
