Electronic Session (eSession) in Parliamntary Assembly of BiH eSession application supports an essential part of Parliamentary Assembly operations Consists of two parts: Application for preparation of session including the import of materials Application for session administration and management including voting

  3. Module for electronic session preparation and import of materials

  4. Creation of session and import of materials eSession application is a Web based application accessible via HTTP protocol (http://owis/sjednice)

  5. We can enter in the session assembly • Type of session in Parliamentary Assembly of BiH

  6. By clicking in the lower left corner of the screen we can se who is currently logged into the system and choose the language for the application

  7. Options for choosing a session are:

  8. For entering a session, a default language is chosen, while translation is provided on other two languages

  9. Creation of the session agenda

  10. Along with each session, it is necessary to add some general documents which are not directly connected to specific agend item, including: • Voting list • Notices • Reports • Minutes • Addresses by MPs • Steno-grams • Audio recordings

  11. By clicking on session information, we can view general information about a particular session

  12. We can enter a language and type of document for session (B,H,S or BHS for not language edited documents)

  13. Documents for session can be attached from the Main Office Registry application or some other shared working space

  14. Attached documents with particular subject/case

  15. Information about session, including name, type, location, date, time, attendees are available

  16. Application is integrated with Web portal, so the same session agenda is displayed directly on PA Web pagewww.parlament.ba

  17. Through module for session preparation, session agenda can be updated at any time except when the session is taking place (only by expert service of the House session that is currently taking place) • Changes on the Web portal and Intranet portal are visible only if the session is announced or currently taking place

  19. Session currently taking place is displayed on LCD screens as follows:

  20. Each of the delegates (MPs) in front of them has a touch screen computer with microphone – integrated with application, and a unique ID card for system registration.

  21. The system automatically checks for session attendees and quorum – which is shown on LCD displays

  22. Upon log in, each delegate views the following screen with session agenda:

  23. Upon starting a specific agenda point, the following screen is displayed:

  24. Within the given agenda, you can attend and view materials for any specific agenda point simply by clicking on it

  25. A user can view a particular document within the agenda item simply by clicking on it

  26. User can apply for discussion or replica simply by clicking ‘apply’ and/or ‘replica’ button, upon which their name is displayed on LCD screen (user can cancel their queue for discussion or replica any time prior to Chairperson giving the word -‘remove’ button)

By choosing ‘Approve next’ option, word is given to the next speaker regardless of the queue • By choosing ‘Approve’ or ‘Remove’ option next to delegates’ name, word is given to that delegate or the delegate is removed from the queue • By choosing ‘Turn on the microphone’ the microphone is turned on – used when the Council of Ministers or sessions guests address the MPs • At any point during the session, the Chairperson can terminate the session by clicking the ‘Terminate session’ button

  28. Delegates can vote for multiple agenda points at once

  29. Voting type can be chosen in a drop down menu

  30. Voting results are displayed on the LCD screens • Bottoms on left corner of the screen provide an option of re-administering a voting, second voting cycle, and return to the session agenda
