  3. INTENT • Intent is to align the National Guard promotion system more closely to Regular Army and eliminate favoritism • Offer a position to the best Soldier while honoring their location desires

  4. EPS Points • SECTION I – Personnel System Data • SECTION II – Awards • SECTION III – Training and Education Data • SECTION IV – Verification • SECTION V – Leadership Appraisal • SECTION VI – Total Score and Verification

  6. Personnel System Data • 150 points maximum • Time-in-Grade – 5 points for each full year up to 15 years in grade (75 points maximum) Based on Date of Rank • Time-in-Service – 3 points for each full year up to 25 years of service (75 points maximum) Based on Pay Entry Basic Date

  7. Awards • 75 points maximum • Soldier’s Medal or higher – 35 points each • Bronze Star – 30 points each • MSM , Purple Heart – 25 points each • Army Commendation – 20 points • Louisiana Commendation – 20 points • Army Achievement – 15 points • Louisiana Achievement – 15 points

  8. Awards • CIB/CMB/CAB – 10 points each • Driver and Mechanic Badge – 5 points • Campaign medals – 12 points for each basic campaign medal (ICM and ACM) • Campaign Stars – 5 points for each campaign participated in (OIF X = Iraqi Sovereignty Campaign)(OIF III = Iraqi Governance Campaign)

  9. Training and Education Data • 375 points maximum • Includes – Weapon Qualification APFT Other Resident Training Self-Development Courses Civilian Education

  10. Weapons Qualification • 75 points maximum Marksman – 25 points Sharpshooter – 50 points Expert – 75 points • Qualification only valid for two training years. Everyone qualified for mobilization. Get score sheet from training NCO.

  11. APFT Score • 75 points maximum • Most recent APFT current within the last 18 months (8 months for AGR) even if mobilized • 180 – 1 point / 300 – 75 points

  12. Other Resident Training • 75 points maximum • 5 points per 5 days, one week, or 40 hours • needs to state period on certificate. • Do not give promotion points for partial completion of a phase course • Do not add remaining hours or days to other courses • Include MOS reclassifications or comparable schools in another Armed Service • Does not include AIT • Does not include NCOES

  13. Self-Development Courses • 75 points maximum • 1 point for every 5 credit hours completed • 5 additional points for each diploma, completion notice, or comparable document showing completion of sub course series • Automated printout from the official ACCP website (http://www.atsc.army.mil/

  14. Civilian Education • High school diploma, GED or alternate credential minimum for promotion – 0 points • 1 – 60 semester hours, 1 point per semester hour • 61 semester hours or more but less than a B.A. – no additional points • 75 points for a B.A. or higher degree

  16. Enlisted Promotion Appraisal Worksheet (4101-1-R) • 400 points maximum per appraisal - Performance – 175 points maximum - Potential – 225 points maximum • 4 Enlisted Promotion Appraisal Worksheets will be completed for each Soldier • Draft picks; 2 appraisals can be completed by losing unit. Units need to coordinate • Be prepared to provide written documentation for Soldiers rated over 320 or less than 200. Not needed for turn in but needs to be available if requested by Brigade

  17. Enlisted Promotion Appraisal Worksheet (4101-1-R) • NCOER rating can be used as a guide to rate Soldier – do not inflate points • Soldier should not expect a high score when NCOER has all “success” or a “needs improvement” • Appraisal points are individual evaluations; should not be the same on each appraisal

  18. NGB 4100-1-R-EEPS Worksheet • Plan appropriately to complete by suspense date (1 NOV 2010 to BN S-1) • Admin NCO reviews with Soldier • Admin NCO annotates changes when Soldier provides supporting documentation (awards, college transcripts); changes must be in red ink

NGB 4100-1-R-EEPS Worksheet • Recorder will review NGB 4100-1-R-E for completeness, 4 Enlisted Promotion Appraisal Worksheets and all supporting documents if any • Recorder enters scores from appraisals on worksheet and enters the average score from the 4 appraisals under “Averaged Leadership score” • Recorder adds all points; signs and dates form

NGB 4100-1-R-EEPS Worksheet (if eligible) • Soldier elects “I do” consideration for promotion • Soldier selects area of consideration • E4’s cannot select “N” as consideration (exception to policy for 13F MOS) • Do not allow the E4’s to pick all areas A-M • if that happens all areas will be deleted and Soldier will only compete for his unit • Soldier signs/dates = verified score is correct • If Soldier is not available (MTF CONUS), CDR will sign, and attach a memo with justification

NGB 4100-1-R-EEPS Worksheet (if not eligible) • Soldier elects “I do not” consideration for promotion • Soldier will select reason why he/she is not eligible - NCOES, TIS, TIG, BAR, etc. • Soldier signs/dates • If Soldier is eligible but declines to be put on the EPS list, they will not compete for current year

  22. NGB 4100-1-R-EEPS Worksheet • Verifier will review the worksheet and all accompanying documents and verify the scores and changes • ALL Soldiers with a worksheet will sign even if they are NOT competing

  25. EPS Cycle • September – units start completing EPS packets • November 1 – EPS packets due to BN • December 31 – Cutoff for all requirements • April 1 – Distribute EPS list to units

What Soldier needs to know • Must review records on birth months to correct errors and update information • Must provide supporting documentation for changes • How far is a Soldier willing to travel for a promotion? • EPS choices are for one year only • EPS year starts when EPS list is published. April 1st of every year.

  27. What Soldier needs to know • If Soldier is selected for a promotion but declines the promotion opportunity he/she will be removed from all areas of consideration and can only compete for a Battalion position • Declination of a promotion opportunity for a second time will remove the Soldier from Battalion consideration and can only compete for his/her UIC.

  28. Leader’s Considerations • Read and understand regulations for EPS to work • Appraisers must give accurate evaluations - avoids inaccurate placement on EPS list • Inform Soldier of impact of selections (i.e. unit, distance, etc)
