Homeland Security Defined (Reminder) • A concerted national effort to prevent terrorist attacks within the United States, reduce America’s vulnerabilities to terrorism and to minimize the damage and recover from attacks that do occur. • National Strategy for Homeland Security Detection Protection Prevention

  3. The Mission . . . . (HLSEM) • The Domestic Preparedness and Homeland Security mission is to develop and coordinate the implementation of a comprehensive state strategy to secure the State of Iowa from terrorist threats or attacks. The division (HLSEM) will coordinate the executive branch’s efforts to detect, prepare for, prevent, protect against, respond to, and recover from terrorist attacks within the State of Iowa • Governor Tom Vilsack, October 2001

  4. Understanding the Threat . . . • Our Greatest Fear: • A coordinated multi-dimensional attack (conventional, biological, radiological, cyber) calculated to achieve cascading effects that overload our capacity to respond.

National Preparedness Goal • Most Recent Update: March 31 • Goal: • “To achieve and sustain capabilities that enable the Nation to collaborate in successfully preventing terrorist attacks on the homeland, and rapidly and effectively responding to and recovering from any terrorist attack, major disaster, or other emergency that does occur to minimize the impact on lives, property and the economy.”

National Preparedness Goal • Mandated by HSPD 8, Contains 7 elements • Expand Regional Collaboration • Implement NIMS and the NRP • Implement NIPP • Strengthen Info Sharing and Collaboration • Strengthen CBRNE Detection Capabilities • Strengthen Interoperable Communications • Strengthen Medical Surge Capacity

National Preparedness Goal • “Preparedness will be achieved by reaching risk based target level capability, and sustained by measuring readiness and directing resources to areas of greatest risk and need.” (May not be Iowa) • Key words: • Target Level Capability (To what standard) • Sustainment (Ability to continue efforts) • Measuring Readiness (Assessments) • Redirecting Resources to Greatest Need (At all levels)

Critical Asset Protection Planning • How many of you are engaged in CAPP? • The Critical Asset Protection Plan is a tool that will be used to enhance the security and mitigate the risks to the identified assets and ensure that we are better prepared to protect those critical assets and services that are important to the welfare of Iowans.

Critical Asset Protection Planning • Generally accomplished by using a standard or Model. • Involves some components of: Visibility, Criticality, Vulnerability, Value, Accessibility, Recognizability and/or other factors followed by some Threat Analysis. • Considered to be primarily “Inside the Fence” • Majority of “Assets” in Iowa belong to the Private Sector

Buffer Zone Protection Planning • Define BZ outside security perimeter • Identify specific threat and vulnerabilities • Recommend measures to reduce risk • Outline Command and Control structure • Identify and implement appropriate protective measures for each “Threat Level” of the HSAS • Designed to Reduce Vulnerabilities and Protect the Asset.

  12. Buffer Zone Protection Planning • Outside the Fence • Primary Law Enforcement, may impact other responders • Confusion between “program” and “concept” • Connection of BZPP to CAPP • Connection of BZPP to HSAS

National Infrastructure Protection Plan • Focused on the prevention/protection of 17 critical sectors. • Considers threat, vulnerabilities and consequences when prioritizing protective measures. • Must consider “Sector Inter-dependencies” • DHS identified Sector Specific Agencies (SAA) to coordinate activities within sectors • One of our “Focus Areas” in next 24 months.

  14. National Infrastructure Protection Plan • Goals: • Protect against plausible and specific threats. • Long term reduction of vulnerabilities • Maximize efficient use of resources • Build partnerships at all levels • Continuously track and improve

Homeland Security Strategy • Designed to provide strategic direction in our HLS efforts. • Broken into 20 primary “Goal” areas • State Administrative Agent and HLS Advisor to the Governor’s direction for “all” Federal HLS funds. • Takes National Strategy and highlights Iowa’s engagement in achieving objectives. • At least 60% of implementation involves Private Sector Partnering

  18. COOP/COG • Fundamental concept of CAPP, BZPP, and NIPP. • Significance of Interdependencies • Vision: State that is safe, secure and sustainable. • Your COOP affects all of our COG

  19. NIMS/NRP/HSPD 8 IED • NIMS: ICS, Scenarios, Universal Task List, Task Capabilities List, Resource Typing, Mutual Aid. (HSPD 8) • NRP: 15 Emergency Support Functions, Joint Operations Centers, Multi-Agency Coordination, Public Information. • HSPD 8 IED: Prevention, Protection, Detection, Response and Recovery from Improvised Explosive Device in Urban setting.

  20. Guiding Principles • Build upon existing systems with all hazards approach. • Priorities should be risk based and be based on measurable performance. • All encompassing: Awareness, prevention, protection, preparedness, response and recovery. • Should include psychological preparedness. • Work to achieve sustainability of programs.

Guiding Principles • Vision should be institutionalized and sustained over time. • Must be responsive and allow for change • Has to involve public officials and private sector partners. • Shall include process for strategic communication and community involvement. • Must preserve civil liberties.
