  2. November 1999: Decentralisation of functions from National Labour Ministry to Regional and Provincial Authorities: the modern Employment Services were born in Italy

  3. Services addressed to people • Reception (fisrt contact) • Self – counselling (information material, internet point) • Vocational guidance • Job matching • Apprenticeships at companies • Administrative and management services

  5. Web based services: • SA.R.E. (Administrative Simplification Network) • EUREKA! (graduates’ database)

  6. “SARE” service The SARE service (Administrative Simplification Network) is a web based system, free of charge, engineered to facilitate and speed up the transmission of required communications (about hiring, termination, transformation and extension of employment) from companies to Employment Centres. The SARE allows employers to send (safely and acquiring proof of sending) all required communications relating to labour relations directly from their offices to the Employment Centres. From march 2008 all communications relating to labour relations must be sent via SARE.

  7. EUREKA! (the graduates database) Since year 2004 the Province, in collaboration with the 21 high schools operating in our geographical area, makes available on its website: www.provincia.re.it /Eureka the database of Reggio Emilia graduates, which helps job matching between companies, seeking for personnel and young people who want to find a job, right after high school.

Marketing plan From 2005 to 2006 the Employment Centres were involved in a marketing plan for the promotion of their own employment services: • By actions leaded to deepen the knowledge of the local companies and their needs/behaviour • Aiming to increase the number of companies asking for personnel to our public service and to solicit vacancies. • Signing agreements with private companies and companies’ associations, to customize their access to services.

  10. “AnteVerto” • “Anteverto” is an action leaded to activate local committees (located at the 6 Employment Centres). • The “Anteverto” committees are set up for monitoring the economic and employment situation and either for preventing employment crisis. • These commitees involve all economic and social associations operating in the local area, called to reduce the negative effects on people and the territory, whenever crisis happen.

China point • China point is an advisory and consulting service, for Chinese companies and workers, operating in our labour market. • The service is provided by a cultural Chinese mediator with two primary objectives: promoting the integration of the Chinese community in the local productive market and promoting regularity and safety of work. • It operates at Reggio Emilia Employment Centre.

  12. FOCUS: Actions for job integrationof disabled people

Law n. 68/99 “Disabled people’s right to work " • Law 68/99 renewed the "Disabled people’s right to work “, promoting the actions and services for targeted placement. • To reach this aim, Reggio Emilia Province has a targeted placement office and 7 local boards • The “Local Boards", are groups of experts (located at the 6 Provincial Employment Centres) working to promote the employment of disabled and disadvantaged people, including the intermediation between the business needs and those of the workers.

AIMS OF THE AGREEMENT (1/2) • Promote and coordinate actions for job integration • Extend citizenship rights to the most disadvantaged social groups • Help employers finding the right workers for their organizations/job places • Empower particularly disadvantaged target groups • Help disabled and disadvantaged people to find and keep a job in a long term time

AIMS OF THE AGREEMENT (2/2) • Connect the local public institutions involved in social and employment services (networking) • Better use of financial resources available for social and employment services (“reducing the redundancy”) • Bring up to strenght the professional skills of operators working in social and employment services

ASSUMING CHARGE OF USERS • Local boards are a 2nd level service: they assume in charge only users who have been “recommended”, by one of the Institutions listed below (using a specifical application form): • Health Department • Social services (City councils) • Targeted placement office (Province) • Employment Centre (Province) • Private companies (Employers)* • Local boards itself • The Institution/ company “recommending” a user, is asked to take an active role, also after the assuming in charge of the user by Local boards.

  19. USERS ADMITTED TO LOCAL BOARD SERVICE • Disabled and/or disadvantage people • Unemployed / Employed • People having a defined range of personal and social autonomy • Listed at the Employment (public) Centre or Targeted (public) placement service

  20. Assuming charge of a user with mental disease, by the Local Board (Nucleo Territoriale).

Company/ Employer Choosen strategy: the user will attend a 6 months project of orientation /apprenticeship in a private company. The project is aimed to hiring , possibly by the same company. Province would pay the first 6 month wage (frequency allowance). Meets council operator and makes an evaluation of user’s social and professional skills and defines the strategy to get the user to a suitable job Talks to the physicians of his department for further infomation about the user’s social skills and autonomy level Gets to know the user and supports him achieving his goals Asks for the frequency allowance Defines the apprenticeship project and manages the relationship between the user (worker) and the company. Users and user’s family are helped by the tutor getting a bettter knowledge of rules, rights and duties the user is asked to respct to get and keep the job. Pays frequency allowance to the user, trough the company. Cooperates actively with the tutor analysing the job place(s) availabe and writing down the orientation project. The aim is to maintain the user in the job place itself, after the end of the 6 months apprenticeship time.
