Initial Affordable Housing Ordinance adopted in 1997 • Community College District Ordinance adopted in 2000 required 15% affordable housing. • EZO Inclusionary Zoning Ordinance Adopted in 2002 • County Inclusionary Zoning Ordinance Adopted in 2006 Required 30% AH for Major Projects and 16% AH for Minor Projects. • Inclusionary Zoning Ordinance amended in 2012 to reduce the Percentage of AH Required to 15 % for Major Projects and 8 % for Minor Projects.   3. Provided Density bonus • Based on the % of affordable housing provided and on the degree of affordability • The greater the range of affordability, the more bonus units are allowed • Resulted in no Affordable Housing County Ordinance 1997-10

Community College District Affordable Housing Requirements: • Affordable Housing Plan required in all developments in Village, Fringe, Rural and Employment Center Zones • Fifteen percent (15%) of the total housing approved in the Master Plan required to be identified as Affordable Housing.   5. Community College Affordable Housing Requirements: • If an applicant exceeds the 5% in income ranges 1 or 2, the requirement for higher income ranges reduced • AH units are integrated into overall layout • AH units must be phased like market units Community College District

CCD Development Criteria: • Incentives specific to Affordable Housing • Density different than other County areas • 3.5 du/ac minimum • Zones and density areas are mapped and adopted by Board • General Community College Zoning Standards • 50% open space • Parks, plazas and trails required • Mix of housing types required • Mixed use Neighborhood & Community Centers required Community College District

EZO Inclusionary Zoning Ordinance Adopted in 2002 • For developments in the Extraterritorial Zone served by City of Santa Fe water & sewer • Provided a density bonus of one additional lot or dwelling unit for each required affordable unit meeting the provisions of the City’s HOP Type A development (16%) EZO Inclusionary Zoning Ordinance

  8. County Ordinance 2006-2 Required 30% Affordable Housing for Major Projects and 16% for Minor Projects. • Ordinance replaced CCD Ordinance and expanded the area to the Northern and Central Areas of the County Santa Fe County Inclusionary Zoning Ordinance

Affordable housing should be located in primary growth areas of the County with adequate public facilities and services. • Should be supported through developer incentives and direct assistance to qualified households. • Energy and water efficiency integral for long term affordability Santa Fe County Sustainable Growth Management Plan (SGMP)

Goal 46: Effectively and efficiently provide adequate, affordable workforce housing for Santa Fe County residents. • Goal 47: Support the development of affordable housing in appropriate locations with adequate public facilities and services. • Goal 48: Support long-term housing affordability and occupancy through public and private partnerships.
