What are the answers? • Investment in both health systems strengthening and HIV specific response • Apply lessons learned of the AIDS response • Provide a mix of vertical and horizontal funding mechanisms • Budget support should include key HIV–specific triggers and indicators • Mechanisms for effective engagement of civil society should be in place www.actionforglobalhealth.eu
