History of proposals • 1st proposal in 2005 • 2nd launched in 2006 Contract under EEA Final Report, September 2005 Questionnaire (excel sheets) + Guidance document Propsoal consulted with MS/ MC Feedback varied – wish for simplification Contract under EEA = ENDRM Final report in February, 2007 RM proposal + Handbook Now under the Commission – been consulted with MS

Considerations for ENDRM project • Dataflows • 1O dataflow identified (later one additional dataflow identified ) to enable MS to fulfil their data reporting obligations • Simple & Flexible • Seperate for the 4 reporting features • Avoid repeated reporting • Various implementation in MS • Various implementation • Reporting structures • 4 Features • Reportnet / INSPIRE

Flexibility - Optional reporting Special insulation and quiet facades should be reported “where appropriate and where such information is available” END stipulates quite complex reporting: the ENDRM need to be designed for detailed reporting (optional) Reporting equals to 2/3 of the reporting units for agglomeration entities

  6. Defining Data Flows under the END • Regular procedures under Reportnet • DGENV EEA defined 10 dataflows • One additional dataflow identified during ENDRM project

  7. Experiences from the review of the reported information • Competent authorities (Art. 4) • Relevant limit values (Art. 5.4) • Information on major roads, railways, airports and agglomerations subject to the first round of noise maps and action plans (Art. 7.1) The deadlines in 2005

Conclusions • Several countries used the templates and guidance! • facilitated enormously the review! • Know where to find information, • how how to read information (, .) • No information – positive negatives • Technical specifications • Communication with the MS after reporting for confirmation or clarification • Saves working burden for all parties • Improves the quality • Reveals the need for guidance on reporting

  12. Spatial data Inspire Noise in Annex 3 Relevant elements in ENDRM are formatted accordingly. See Directive, Article 7 and Annex VI: a concise description of the agglomeration including location, a general description of the roads, railways or airports including location. + some explicit demands to send in actual noise maps.
