Summary of Business Practice • Subcommittee drafted business practice in response to R04006-D to address Section 23 of Pro Forma Tariff (Sale or Assignment of Transmission Service) • S&CP Changes will be the next step • Business practice creates two Request types: • Resales: Sell Scheduling Rights • Transfers: Sell All Rights 5/11/05

  4. TP Reseller Assignee Assignee Resale $ Deal On OASIS On OASIS Schedule Reseller is also called an FOTC (Financially Obligated Transmission Customer) 5/11/05

  5. Service Attribute Review • Type (PTP, Network) • Increment (Yearly, Monthly, Weekly, Daily, Hourly) • Class (Firm, Non-Firm) • Window (fixed, sliding, extended) 5/11/05

  8. Resale Redirect • The Assignee may Redirect if allowed under the TP’s Tariff • The Assignee is responsible to the TP for any increase in charges • The Assignee will receive any credit due for any decrease in charges • The TP may require the Assignee to sign a Service Agreement 5/11/05

  9. Resale Renewal Rights • The Assignee does not receive Renewal (Rollover) rights with a Resale. 5/11/05

  10. Resale Call-Back • Upon mutual agreement, the Reseller may have the right to Call-Back a Resale • This provision must be in writing • The Resale must be designated as subject to Call-back on OASIS • A reservation subject to Call-back may not be Redirected or Resold 5/11/05

  12. TP Reseller Assignee Assignee Transfer $ Deal On OASIS Approval On OASIS Approval $ Schedule Reseller is also called an FOTC (Financially Obligated Transmission Customer). After the transfer is complete, the Assignee becomes the FOTC. 5/11/05

  13. Transfer 2006 2005 Reseller Transfer 1 Transfer 2 OK Transfer 3 Not OK Transfer 4 Transfers may be in Yearly or Monthly increments only. Renewal rights, if any exist, would transfer with Resale 2 but not Resale 1 5/11/05
