APCD Release 1.0New Features To Facilitate Use • Claims files are organized and released based on Date of Service as opposed to Date of Submission. • The Provider File (PV) and Product File (PR) have been aggregated across all years of service as opposed to files for each year. • Some data elements that were previously identified as “No Release” are now considered Level 2 data elements • Several data fields that had been “masked” are now “unmasked” • Address and demographic data have been standardized • More advanced cleaning logic was applied to more data elements • User documentation – separate files

Release Regulations Effective July 19th • One regulation applies to both Hospital Discharge Data (CaseMix) and the All Payer Claims Database data • Different review processes for different types of requests • Limited Discretion: Most requests for de-identified data; all requests made by MA government agencies; requests for patient identifiers for treatment and coordination of care • Full Discretion: All other requests, e.g., research requests for data that may include individually identifiable data; DRC review; DUA Source: Chapter 12C §12

Release Regulations (continued) Under Old Regulations • APCD: “Public Use” and “Restricted Use” data elements • APCD: No specific “de-identified” dataset, but many elements masked • Case Mix: Six levels, none fully de-identified Under New Regulations • APCD: Level 1 extracts (MC and PC only; based on CMS) • APCD: Level 2 data (with PHI and largely unmasked) • CaseMix: Level 1 (de-identified; to be specified) • CaseMix: Levels 2-6 (similar to currentstructure)
