WAIVERS GRANTED TO LMDC • Expansion of eligible activities & entities (e.g. creation of new housing, compensation for loss, economic revitalization) • State permitted to carry out activities directly • Waiver of certain participation requirements • Modification of requirement for consultation with local governments • Waiver of requirement for consistency with strategic plan • Allow reimbursement for pre-agreement costs • Allow flexibility in use of program income during grant and provide for disposition at grant closeout
