  4. CALL FORWARD Why planning is important? • Logistics capacity (ports, storage, transport) • To avoid losses • To avoid oversupply or under supply • To have evenly related costs such as DSC and ODOC throughout the project

  5. CALL FORWARD How does actual call forward happen? • Issuance of RR (Resource Request) in WINGS RR must include the following: 1.Commodity type 2.Quantity 3.Discharge port/ports 4. Number of deliveries

  6. CALL FORWARD 5. Requested Delivery Date (RDD) 6. Any other special requirements

  7. CALL FORWARD • Once RR is released in the system, it is available for ODP’ s processing, I.e. issuance of PR (Purchase Requisition) 1.Based on your call forward ODP releases the PR and checks that requested delivery date is realistic, if not ODP will change that informing CO and BPO

  8. CALL FORWARD 2. ODP would also check from MSP whether it is local or international purchase 3. And consult with CO that information in the RR is still relevant 4. ODP would verify available resources that are confirmed by RE Finally, release of PR can take place

  9. CALL FORWARD • Cash PR -----> MSP • In-kind PR -----> OTS Cash PR: 1. MSP will issue a tender reflecting the information in the PR. PO (Purchase Order) is issued and released to OT. In-Kind PR: 1.OTS will send a SI to the donor. SI number is not issued when local purchase/overland.

  10. CALL FORWARD • OTS can start fixing the vessel the moment MSP releases the PO to OTS. • Vessel sails once supplier/donor has provided the cargo at load port and it is loaded. • An average sailing time is four weeks before reaching the scheduled discharge port (see lead times).

  11. CALL FORWARD Other important issues to know: • Once food has arrived to the port, you need to know the lead time from port of entry to your EDP/distribution site. • Know your call forward cycle/ pipeline cycle. • Prepare for the next call forward.

  14. CALL FORWARD What factors can affect to call forward? • Sudden influx of people • Political problems • Flooding/Drought/Earthquake/etc. • Insecurity • Border closures • Problems with implementing partners • Problems with host Government

  15. CALL FORWARD How to prepare for unexpected changes? • Analyze the past, what is the trend in the country during last five years? • Have your pipeline strategy in place • Keep BPO informed about all your pipeline concerns
