  2. USAID BiH Mission has partnered with different donors using different partnership models in different development areas: Economic Growth - with Sweden and Norway Local Governance - Sweden and Dutch Energy - UNDP and Germany (GTZ) Financial Sector - Germany (KFW)

  3. USAID Partnership with Sida • Joint financing for FIRMA, FARMA and GAP projects FIRMA: $21 million, 5 years, private enterprise project FARMA: $14 million, 4 years, agriculture and agribusiness GAP: US$ 30 million, 4 years, local governance and accountability GAP is co-funded with Dutch Government • Partnership under Credit Guarantee Model US$ 40 million loan portfolio guarantee program with two BiH commercial banks for loans to BiH manufacturing companies and tourism sector.

Partnership model in FIRMA, FARMA and GAP with Sida and Dutch for GAP Joint Financing Agreement- donor funds pooled together • Procurement and management of projects done by USAID on behalf of all donors Significant involvement of donor-partners • Selection of implementing partners open to non-US firms • Equal donor representation at the Selection Committee • Projects are managed by the Donor Joint Management Committee- decisions for all important issues (key personnel, work plan and grants approvals) • Co-branding

  7. Other Partnership Models: • With Norwegian Ministry of Foreign Affairs – Funds are not formally pooled, but are funding a single project (Excellence in Innovation), one development objective, one project team, but donor funding in two different agreements to the same implementing partner.

  8. EI facilitates the development of innovation driven Technology Centers (e-BIZ Centers) in 6 targeted sectors: • Machine tools sector • Wood products sector • Tourism sector • Agribusiness sector • Apparel and Footwear Sector • Logistics/Transportation Sector

  9. In energy efficiency area- several donors (USAID, UNDP and GTZ), are closely cooperating in reaching their separate objectives, but in an Alliance around one goal, to maximize contribution of all. Also, some donors directly contributing resources to the USAID TA team.

In financial sector, both USAID and KFW provided direct grant and TA support to a selected host country institution (Deposit Insurance Agency) using their own assistance instrument and both serve in an advisory capacity at the Board – donors speak with one voice at the Board • Joint study trips for banking regulators

Advantages of Partnership: • Greater breath and depth of assistance programs in times of declining donor budgets • Synergy in applying different development philosophies and approaches in a single project • Partnerships leverage resources and expertise, also cost savings due to funds pooling and greater efficiency • Enhanced donors voice in the country • Greater visibility through co-branding • And most importantly, greater benefit for our host country partners !
