CLIN Definition • Item value is reported via contract line item numbers (CLIN), sub-line item numbers (SLIN), or exhibit line item numbers (ELIN). • 95% of Government Contracts Require it • Using Contract Line Items (Priced or Un-priced) • All property delivered to the Government must be delivered on a contract line item or subline item. The acquisition cost of each item entering the Government property inventory is captured on the contract line item (CLIN) or subline (SLIN) item. An Exhibit Line Items (ELIN) may be used to provide additional information. • CLINs, and SLINs are established when the contract is structured prior to award and must be included for all items for which the Government will take delivery, either during the performance of or at completion of the contract. The estimated acquisition cost of property will be identified upon delivery.

ACRN Definition • ACRN: Accounting Classification Reference Number. • Accounting classification reference number (ACRN) means any combination of a two position alpha/numeric code* used as a method of relating the accounting classification citation to detailed line item information contained in the schedule. • Basically, the ACRN is a reference number to a budget that is used to fund a CLIN. • May be a many to one correspondence • Identifies fund source *Is this true across all contracts.

Initial High - Level Requirements • We need to link project planning with account setup (Project Setup PAT, Primavera Implementation) • We need eight (8) characters for the CLIN and four (4) characters for the ACRN identifiers. Both should be associated with each WBS element. • We need to More detailed reporting requirements.

  10. Issues • Unbillables • caused by CLIN/ACRN requirements not being reflected in charging and/or billing to customer • MAPS unable to reconcile with available data • Industry clients report lag in billing
