New Jersey residents who buy a new or used vehicle must title, register, and insure it before driving it on public roads • New Jersey law states a vehicle classified under the Lemon Law must have that classification on the title • If a motorist moves into this state, the law requires his/her vehicle to be titled and registered within 60 days (pg 146) Title and Registration

New Jersey Lemon Laws and the federal Lemon Law provide for compensation to New Jersey consumers of defective • Automobiles and trucks   • Motorcycles • RV’s • Boats • To qualify under the New Jersey Lemon Law or the federal Lemon Law, you must generally have a product that suffered multiple repair attempts under the manufacturer’s factory warranty

  4. How to Title a New Vehicle • Obtain the title through the dealership where the vehicle was purchased. • Obtain the manufacturer’s certificate of origin assigned to the owner, ensuring that the document has the sales tax satisfied stamp on the back (pg 147)

  5. Complete the reverse side of the title with the • Buyer’s name • Address • Date of sale • Mileage odometer reading • Sale price • Buyer’s signature and seller’s information and signature • Present the signed title and pay the required titling fee • The buyer must pay sales tax on the purchase price when titling the vehicle (pg 147) How to Title a Used Vehicle

  6. If the title is lost or stolen, a duplicate title can be issued at any MVC agency or by mail for a $60 fee • If the title is damaged, defaced or illegible, a replacement title can be issued at any MVC agency or by mail for a $60 fee (pg 14) How to Replace a Title

Complete a New Jersey Vehicle Registration application at any MVC agency • Provide the name of the vehicle’s current insurance company name and the policy number on the application • Show proof of vehicle ownership • For a new vehicle a • manufacturer’s certificate of origin and a dealer’s certificate of sale are proof • For a previously owned vehicle • a title signed by the previous owner is proof • For a leased vehicle • get a power of attorney from the leasing company • For out-of-state vehicles that are leased or financed • secure the original title from the lien holder or leasing company • Show proof that the required sales tax has been paid, or pay the tax at the agency (pg 148) How to Complete an Initial Registration

Report to the police, keep copy of report • Replace lost or damaged plates within 24 hours at the MVC and turn in old plates to MVC in person or by mail • Old plates can be transferred to another vehicle at any MVC if you do not wish to transfer them the old plates must be turned in to the MVC. • Valid plates should be placed on a vehicle • Forged or counterfeit plates on a motor vehicle will result in: • a fine up to $500 • 60 days imprisonment • Up to 6 months license suspension License Plates Facts

Individuals are also issued an identification card with plates/placards • ID cards are NOT transferable and will be forfeited if used by another individual • Abuse in privilege will result in revocation of license plates/placard • Upon death license plates/placard must be surrendered at a MVC office • License plates Cards must be renewed every year • Placards must be renewed every three years • Upon renewal MVC may request a statement from physician recertifying the applicant’s condition Handicapped Plates/Placards (continued)

Under New Jersey law, making a false statement or providing misinformation on an application to obtain or facilitate the receipt of license plates or placards for persons with disabilities is a fourth-degree crime • Individual convicted of fraud or abuse be subject to a fine, not to exceed $10,000, and to a term of imprisonment, which shall not exceed 18 months Handicapped Plates/Placards Fraud/Abuse

With the exception of new vehicles in New Jersey all gasoline-fueled vehicles must pass safety and emissions inspections every 2 years • New gasoline-fueled vehicles must pass safety and emissions inspections every 4 years • All motorists must bring a valid driver license and valid New Jersey registration and insurance documents for the vehicle to be inspected • Motorists can go to either a state inspection station or a state-licensed private inspection facility (PIF) • Moving to New Jersey from another state, you must have your vehicle inspected within 14 days after registering it Vehicle Inspection

  16. A vehicle will receive a certificate of approval when they pass inspection • If a vehicle fails inspection the owner will have up to one month from the last day of the month indicated on the inspection sticker to make the necessary repairs and return to station • Vehicles overdue for inspection do not receive additional time to make necessary repairs Inspection Test Results

All motorists must have Liability Insurance in the state of New Jersey • An Insurance Card will be issued by the motorist’s insurance carrier for each vehicle insured by a policy • The Insurance Card must remain in the vehicle when it is being operated by the motorist • Motorist must display this card prior to car inspected, when involved in a car accident, and when stopped by law enforcement for traffic violations or road checks • Driving with no insurance will result in fines, community service, license/registration suspensions, and insurance surcharges New Jersey Car Insurance

OFFICE OF INSURANCE FRAUD PROSECUTOR (OIFP) • If person commits insurance fraud providing false information to an insurance company while making a claim or submitting an insurance application • OIFP file charges resulting in incarceration • Impose $15,000 in civil fines for each violation • Loss of driver license New Jersey Insurance Fraud
