Objectives

This project is co-financed by the European

Union and the Republic of Turkey

  • After this session, you know:

  • How a project is well designed,

  • How to recognise risks in project design,

  • How to recognise ‘bad projects’,

  • What are good indicators for quantification of outputs, results and impacts

What is a Project?

This project is co-financed by the European

Union and the Republic of Turkey

  • Economically indivisible series of activities for a precise technical function

  • Identified outputs and objectives

  • Clearly defined beginning and end

  • A programme is a heterogeneous group of measures and projects

Project Design: Tasks

This project is co-financed by the European

Union and the Republic of Turkey

  • Responsibilities of End Recipients:

  • Designing of project proposals (concept notes or OIS) and submitting these to OP Body

  • Responsibilities of OP Body:

  • Compliance with the sectoral strategic documents

  • Verifies technical quality of the project proposal (OIS)

  • Verifies if the OIS meets the eligibility criteria for IPA measures

  • Ensures the national financial contribution for the project

Elements of Project Design

This project is co-financed by the European

Union and the Republic of Turkey

  • Why:the problem or need and wider objectives

  • What: activities, results and project purpose

  • How:internal and diagonal logic:

    • Indicators for monitoring and evaluation

    • Risk analysis and assumptions

    • Pre-conditions

    • Finance: costs and co-financing

    • Implementation schedule

Activities in Project Design

This project is co-financed by the European

Union and the Republic of Turkey

  • Information gathering for the problem analysis and the elements of project design

  • Deciding the scale and scope of the project

  • Assembling the project design elements

  • Filling in the project application form

  • So, do not start with the OIS directly!!!

Why and What?

This project is co-financed by the European

Union and the Republic of Turkey

  • Overall objective: the overall problem

  • NOTE: The project cannot solve the wider objective by itself!

  • Project purpose: the immediate objective that the project can achieve

  • Results: the end state of the activities

  • Activities: tasks in the project

Overall objective

This project is co-financed by the European

Union and the Republic of Turkey

  • The Overall Objectiveshould explain why the project is important to society, in terms of the longer-term benefits to beneficiaries and the wider benefits to other groups.

  • The Overall Objective will not be achieved by the project alone, but will require the impacts of other programmes and projects (and probably other actions) as well.

  • Example: to increase conpetiveness or employment in region X

Results

This project is co-financed by the European

Union and the Republic of Turkey

The results are what the project management is responsible for achieving by its completion date.

Results Impact and Sustainability

What is achieved?what changes? what lasts?

Activities

This project is co-financed by the European

Union and the Republic of Turkey

  • The specific tasks to be undertaken during a project’s life to obtain results.

  • Activities should indicate:

  • What the person or organisation responsible for the project should do.

  • How the project’s goods and services will be delivered

Project appraisal tests whether:

Union and the Republic of Turkey

  • Projects are relevant

  • Projects are feasible

  • Projects are sustainable

  • Job Aid: Quality Assessment Parameters (see CD ROM PCM Guide)

Possible appraisal tools

This project is co-financed by the European

Union and the Republic of Turkey

  • Logical Framework Approach (LFA)

  • Financial and Economic Analyses, including Cost Benefit Analyses

  • Score Weight Rank method

  • Later Session

IPA Funds Programme Management 12-19 sept. 2011

This project is co financed by the european union and the republic of turkey

Purpose of LFA

This project is co-financed by the European

Union and the Republic of Turkey

  • LFA primarily used during preparation phase

  • Also powerful tool for assessing project proposals

  • Purpose:to identify weaknesses & gaps in project design

IPA Funds Programme Management 12-19 sept. 2011

This project is co financed by the european union and the republic of turkey

How do we use LFA?

This project is co-financed by the European

Union and the Republic of Turkey

  • to check the internal logicof the project proposal

  • to asses the assumptionsmade in the project proposal

  • to assess the risksof a project

Internal Logic:

This project is co-financed by the European

Union and the Republic of Turkey

  • Do we need the proposed activities within the project to solve the problems mentioned?

  • Is the project demand or supply driven?

  • Will the activities produce the required results?

This project is co financed by the european union and the republic of turkey

Assumptions

This project is co-financed by the European

Union and the Republic of Turkey

  • Conditions necessary for the success of theprogramme, but which cannot be influencedby the project management.

  • Purposeof specifying assumptions:

  • to assess risk of projects

  • to allow for monitoring during implementation

This project is co financed by the european union and the republic of turkey

Project Appraisal and Risks

This project is co-financed by the European

Union and the Republic of Turkey

  • Risks- uncertain events which influence the success of the project

  • Risk – negative statement

  • Assumption – positive statement

  • Purpose of specifying risks:

  • To assess risks of project failure in an early planning stage

  • To adapt project design when risks are unacceptable

  • To adopt a risk management plan

  • To allow for monitoring during implementation

Costs and Co-financing

This project is co-financed by the European

Union and the Republic of Turkey

  • Budget: estimation of investment costs in time (from engineer)

  • Maintenance costs are not covered by EU funds: make reservation in national budget

  • Specify co-financing of national budget, municipalities, loans etc. (column funding source in resource schedule)

Indicators

This project is co-financed by the European

Union and the Republic of Turkey

Measurable indicators that will show whether or not objectives have been achieved at each level of the logframe hierarchy and at defined times

Indicators provide the basis for designing an appropriate monitoring (and evaluation) system

Sources of Verification: the means by which the indicators or milestones will be recorded and made available to project management or those evaluating project performance

4.Group Exercise LFA Basics

  • Form groups

  • Decide on a project (title, type of project)

  • What is the need or problem the project should adress?

  • 3) Write down the objectives, activities and indicators and sources for verification for indicators for your project

  • 4) Plan the activities in time (give the quarters of the year)
