The Municipal and City BOC shall create :

  • A. One computerized consolidation center and CVC Board for every Polling Center with at least 50 precincts

  • B. “3-Person CVC Board”- Board Supervisor, Deputy Supervisor (Auditor) and Third Member (Consolidator)

  • C. Two-Team Members: Reader and Encoder

1. Consolidation in Polling Centers

The Municipal and City BOC shall create a

Computerized Vote Consolidation (CVC)

Board composed of three members who

shall electronically consolidate the votes

in all the Polling Centers (the schools)

within their respective jurisdiction based

on the Election Returns submitted by the

Board of Election Inspectors (BEI) in

a particular Polling Center.

2. Transmission and Copies

The CVC Board shall electronically

transmit the consolidated results of a

particular Polling center to the Municipal,

City, District, Provincial and National

Board of Canvassers. The same result

shall also be simultaneously electronically

uploaded to a secured designated

website. The CVC, however, shall also

copy the same result in 30 read only CDs

and print 30 copies of the said result, to

be sent to or claimed by the addressees

listed under the Automation Law.

The Statement of Votes by SOV of a

Particular Polling Center electronically

transmitted shall be the official basis of

the canvassing by the respective BOCs

without prejudice to consulting the

printed and digitally stored result.

errors shall be immediately resolved by

the BOC by consulting the electronically

transmitted results, the digitally

transmitted results and the printed copies

of the results, using preponderance as the

quantum of evidence required in resolving

the same.
