Areas of convergence • Taking up of works on watershed approach • Convergence with technical resource personnel empanelled under IWMP • Construction of Rajeev Gandhi Seva Kendras • Convergence with BRGF (Backward Region Grant Fund) & 13th Finance Commission funds • Convergence with State plan funds by District Planning Committees • Construction of IHHL (Individual household latrines) under TSC • Convergence with Nirmal Bharat Abhiyaan funds

Profile- Maharashtra • 82% of the area is rainfed • 149 out of 355 blocks are DPAP blocks • National Rainfed Area Authority (NRAA) has recommended watershed works to be taken up on a large scale for drought proofing • Serious drought conditions in Maharashtra in the summer of 2012 & 2013 (124 blocks notified as drought hit)

  4. Problems faced earlier • Individual activities of watershed development were taken up • Continuous Contour trenches • Farm ponds • Cement plugs (drainage line) • No integrated approach • Limited impact • Integrated DPR & detailed work wise estimates not prepared

  5. Watershed planning & estimation involves • Proper identification of watershed • Field survey • Preparation of Detailed Project Report • Preparation of work wise estimates • GPs do not have access to technically qualified resource personnel

  6. Other examples • Involvement of Technical resource providers like WoTR in watershed projects of NABARD • Funded by ITC • Successful implementation in Jalna, Amravati & Parbhani districts.

  7. IWMP • Empanelment of technical resource organizations as project implementation agency under IWMP • Agencies empanelled after detailed evaluation by NABCONS & YASHADA (State apex training academy) • 95 project implementing agencies • 10 State resource organizations

Watershed works • Convergence instructions issued by State Government on 15 March 2013. • State Government has permitted use of services of technical agencies empanelled under IWMP • Technical agencies to be compensated at the rate of Rs. 150/- per hectare • Works to be taken up in 15 districts • 10-15 micro watersheds (500 hectares each) per district • Focus on districts with DPAP areas • Focus on districts with hilly areas & tribal population

Methodology • Committee at district level headed by DPC (District Resource Group) • District Agriculture Officer & Senior Geologist are members of the committee • Role of district committee • To identify technical resource agency from list of 105 agencies empanelled under IWMP • To identify micro watersheds & GPs (based on labour potential)

  12. Current status • Works started in 2 districts • DPR & estimate preparation in progress • Works expected to start in other districts in November 2013

  13. Advantages • Watershed works can be taken up in a integrated approach • Technically competent resource organizations available • DPCs can appoint agency without following protracted procedure • Works help in drought proofing
