Corporate Activities • Federal Agency on Communications granted VimpelCom 10 million telephone numbers since August 2004 • Merger between VimpelCom and VimpelCom-R is planned to be completed by December 9, 2004 • Merger between VimpelCom and KB Impuls is planned to be completed by year end of 2004 • ADR to common share ratio change from 4:3 to 4:1 is effective November 22, 2004
