  2. Disclaimer The content of this presentation represents the speaker’s personal position based on his experience as a research infrastructure expert of the National Innovation Office. The speaker has no explicit formal mandate from any governmental authority and, therefore, the presented data and information are no official items of the Hungarian Government. The speaker is a representative of several research infrastructure interest groups (e.g., the Hungarian Synchrotron Committee) as well as of the Steering Board of NEKIFUT, the National Research Infrastructure Survey and Roadmap project rather than a delegate of the Hungarian Government. 5. Governance of science, research, technological development and innovation: main actors • National Research, Innovation, and Science Policy Council (NRISPC): highest-level coordination and decision-making body in the government in the field of science, technology and innovation (STI) policies. Chair: Deputy Prime Minister; Co-chair: President of the Hungarian Academy of Sciences (HAS) • Ministry for National Economy: strategic planning • National Innovation Office: operative tasks • Ministry of National Development: fund coordination • HAS: basic and applied research (limited funds) • Ministry of National Resources: university research C-ERIC Conference – Research Infrastructures in Central Europe with Emphasis on V4 CountriesPrague, 19 December 2011

  6. National RI policy • Since 2008, the national RI policy has been part of the national science, technology and innovation (STI) strategy; the elaboration of the national RI roadmap has been envisaged until the end of 2010. • New government since May 2010; the STI strategy is being replaced by a research, development and innovation (RDI) strategy that will be tabled to the government early 2012. The new RDI strategy will contain the new deadline for the national RI roadmap. • Presently, the national RI policy consists of autonomous RI policies of ministries, the HAS and the universities coordinated by NRISPC. C-ERIC Conference – Research Infrastructures in Central Europe with Emphasis on V4 CountriesPrague, 19 December 2011

  8. The NEKIFUT project • NEKIFUT = Nemzeti Kutatási Infrastruktúra Felmérés és Útiterv (National Research Infrastructure Survey and Roadmap) • Main tasks of the project: • Evaluating and assessing national RIs • Setting up an on-line register of all national RIs • Evaluating and assessing international RIs from the point of view of national relevance and national usage • Formulating a recommendation for a national RI strategy C-ERIC Conference – Research Infrastructures in Central Europe with Emphasis on V4 CountriesPrague, 19 December 2011

  9. The NEKIFUT project • September 2008: launched • June 2010: financial support suspended • April 2011: register (Hungarian and English) goes operational (https://regiszter.nekifut.hu/en) • June 2011: successful presentation at WIRE-II • November 2011: interim report at 80 % percentage of completion • Spring 2012: continuation of the project? 10. Outline • Governance of science, research, technological development and innovation; national RI policy • Hungary’s Research Infrastructure (RI) landscape; the RI register-and-roadmap (R+R) project NEKIFUT • Definitions: RI and strategic RI (SRI) • Statistics of SRIs • Participation in major (ESFRI, EIROforum, etc.) RI projects outside Hungary, their V4 dimension • BNC, the planned Hungarian C-ERIC Participating Partner Facility C-ERIC Conference – Research Infrastructures in Central Europe with Emphasis on V4 CountriesPrague, 19 December 2011

  11. Research Infrastructure: definition • Research infrastructures (RI) are equipments, sets of equipments, banks of living and inanimate materials, information systems and services, which are indispensable for scientific research and for disseminating its results. Integral parts of RIs are related human resources enabling professional operation, usage and service. • The structure of a RI depends to a high extent on the peculiarities of the given area of science as well as on the demands of the users’ community. C-ERIC Conference – Research Infrastructures in Central Europe with Emphasis on V4 CountriesPrague, 19 December 2011

  12. Strategic Research Infrastructure: definition RIs of strategic significance (SRI) are those fulfilling all of the following criteria: • An SRI shall contribute to solving national tasks of strategic significance. • An SRI shall enable research activity of high level on an international scale. • An SRI may offer research possibility for several, independent research groups and shall be open to users with an equal opportunity as regulated by publicly accessible rules. • An SRI shall have organisational, financial, management and human resource frames ensuring its operation according to the previous conditions. C-ERIC Conference – Research Infrastructures in Central Europe with Emphasis on V4 CountriesPrague, 19 December 2011

  13. Background Research Infrastructure: definition Background RIs (BRI) are those fulfilling all of the following criteria: • A BRI shall be indispensable for completing basic tasks of sciences. • A BRI shall equally serve several or all disciplines. • A BRI shall be indispensible for education, especially for university education. • A BRI shall be funded nationally. • According to international (European) praxis, a BRI shall not be considered to be an SRI.
