PUBLIC PROCUREMENT SYSTEM • Public procurement Law ( Official Gazette No. 49/04,19/05,52/05, 8/06, 24/06, 70/06, 12/09 i 60/10); • No significant amendments to the Public Procurement Law of B&H; • PPL is based on old Directives EU; • Public Procurement Development Strategy for 2010-2015 period; • Two instititutions established by PPL – Public Procurement Agency and Procuremnet Review Body

MAIN CHALLENGES AND PRIORITIES • Adopted new Law; • Adjusted Strategy in accordance with new Law ( Development Strategy for period 2010-2015); • GO PROCURE SYSTEM • Component 1 - Software for electronic publication of notices concerning public procurement • Component 2 -“BeHaPPy” – drafting action plan for development of electronic purchase until 2015;

CURENTLY SITUATION AND NEXT STEPS • Draft Public Procurement Law of B&H is finished and now is in public discussion; • Electronic publication of notices concerning public procurement starting with effect from 01.09.2011 • Strengthening administrative capacities of contracting authorities and suppliers • Strengthening Institutional and administrative capacities of authorities responsible for implementation of Public Procurement Law of B&H • Cooperation with Anti corruption Agency

NEXT STEPS IN REFORM IN PUBLIC PROCUREMENT SYSTEM • Adopted new Law; • Strenghtening capacity in PPA and PRB; • Strenghtening capacity in contract authorities and suppliers; • Education for specific target groups ( investigations institutions, Audit institutions (external and internal), Prosecutor officcies; • Support for all player in system by PPA; • Monitoring system should be improved;

International support in PP system in Bosnia and Herzegovina • Project CARDS for GO PROCURE until 12.10.2011. • Continued support by SIGMA-e, • Regional Training Project for the Western Balkan countries; • GIZ Tehnical support ( Germany Government institutions fort tehnical assistance in 2012); • Anticipated support through IPA projects 2012 for as following: • Drafting Implementing Regulations and training according to new Public Procurement Law of B&H • Implementation of action plan for the BeHaPPY project;
