First Encounter • Story begins in July of 1998 • Introduced to Daniel Salas when Ida Briones with EPIC called • Vehicle accident near Liberal, KS led to discovery of thousands of fraudulent vital record documents • Resulted in investigations by KS Vital Records, KS Social & Rehabilitative Serv. (SRS), EPIC • Next 2 slides from 2006 presentation --

Trunk Load of Identity • In 1998, Daniel Salas had a vehicle accident near Liberal, KS. • Contents of trunk: • Thousands of U.S. birth certificates • 830 Kansas documents • Hundreds of Mexican documents • $10,000 in U.S. currency • Daniel Salas himself was using a false ID. • Birth certificate of an individual born and died in TX

  4. Fraudulent Documents • Of the 830 KS documents: • Some were valid birth certificates • Some were false, made by using the valid ones as templates • Removed name, DOB, parents’ names, sometimes doctor’s name, town, and hospital • Filled in the blanks with new information

Additional Results from Investigations • EPIC confiscated 1,056 fraudulent birth certificates involving 11 states • Kansas Vital Records conducted record searches on each of the 830 certificates, flagging and protecting all valid records • Created master list of fake records • Kansas SRS discovered 55 families receiving assistance based on fraudulent birth certificates • Estimated loss of $2,000,000 annually

Years of Repercussions • Ida continued working on tracking the fraudulent records • Traced Daniel Salas to connections in 4 different Mexican locations • Kansas Vital Records received numerous calls to verify fake records presented to various entities • Identity documents were obtained by individuals using these fake birth certificates • We wondered whatever happened to Daniel Salas

  7. Second Encounter • In April of 2009, received phone call from U.S. Attorney’s Office in Wichita, KS • Wanted to know information regarding Daniel Salas • Recently arrested for alleged document fraud • Found 2006 NAPHSIS presentation posted on Internet

Fake Identity Revealed • Mr. Salas claimed before federal judge that TX birth certificate was his true identity • TX Vital Records assisted in confirmation of TX birth certificate with a corresponding death certificate (birth stamped “deceased”) • KS provided confirmation of documentation on probable true identity of Mr. Salas • Bound over for trial

Related Model Law Issues • Criticalness of birth/death matching of ALL births/deaths • Need for requirement of vital record requestors to have a direct interest in the record and proof of identity • Need for security coordinator for each jurisdiction – someone who investigates and documents fraud issues and works with law enforcement
