Feedback for SAT model • Incorporated feedback from GSLAC • Collected feedback from GSL scientists (academic) • Collected feedback from state agency and federal agency scientists and management personnel • All feedback organized in handout by individual specific comments • This presentation incorporates this feedback and is intended in part as a recommendation for the GSLAC and also as a means for discussion to arrive at a final product.

  3. Role of science in our process • Consensus: • The future “GSL Commission” must utilize the best scientific information to: • drive management decision-making • monitor results of actions • track overall progress toward ecosystem health

  4. Structure of Science Advisory Team • Independent of Commission • Linked to the GSL Commission • Linked to external community of scientists

Objectives/Tasks of SAT (at Request of Commission) • Advise Commission on management issues/decisions • Answer scientific inquiries from and interpret data or results for Commission • Coordinate and prioritize research in collaboration with Commission • Make funding recommendations for specific studies • Oversee review process for grants funded from Commission budget

Objectives/Tasks of SAT (Independent of the Commission) • Produce annual State of the Lake Report • Work with partners to create a master long-term repository for all GSL research – accessible, user-friendly • Define ecosystem health for GSL • Identify methods for clear measurement of ecosystem health • Monitor progress towards ecosystem health and communicate to Commission • Initiate comprehensive scientific planning process to further identify key system biological priorities (CAP or similar process)

  8. Question • Independent objectives/tasks are mandated but not necessarily at the request of the Commission. Then how are they supported? Or do these things on the last slide get woven into a sub mission statement just for the SAT?

  9. Details of SAT • Serve as advisory body to Commission • 11 Members (including several out-of-state scientists/policy experts/successful program people) • Membership: DEQ, DWR, USFWS, USGS, EPA?, USU, Weber State, U of U, Westminster, 2 “outside” experts, + industry scientists invited as needed on specific issues • Consensus (then Super Majority, then Minority/Majority Opinion) • COI: Recuse from voting if funding or political conflict

  10. Funding for Research/Monitoring • Stable long-term source • Not dependent on legislative appropriations
