Message from Minister Claude Wiseler • High importance of the next informal meeting of the Ministers in charge of the public services • Strong impact of the Lisbon strategy on the Mid Term Programme 2006-2007 for the EPAN network • Collaboration of the EPAN network on innovative, efficient public services • Promotion of quality management by exchanging experiences and stimulating the use of the CAF as the result of the European collaboration • Strong political commitment is clear and the Minister will testify of this Event to his colleagues 2nd European CAF Event – Luxembourg 1-2 June 2005

Conclusions of the survey • CAF gained a foothold among TQM tools in EU and proved its added value • CAF leads to improvement actions and creates readiness to exchange good practices • We need more exchange of experiences and methodological validation can help • We need stronger communication towards all the stakeholders in the whole process of SA with CAF and the following improvement actions 2nd European CAF Event – Luxembourg 1-2 June 2005

Headlines of the debate among European experts on quality and the modernisation programmes • Let’s enlarge our mental map when we think about quality and involve all the stakeholders, the users and the media • If we want to assess outcomes, we have to involve other actors in the assessment • Let’s trust our citizens and empower them • Let’s trust our people and empower them • Bench learning should not be done only with similar organisations • There is no contradiction between quality and efficiency • We need good quality strategies that legitimate and stimulate innovative projects and motivate our people • We should leave enough room for out of the box thinking • Quality enables the achievement of political programmes and objectives • We need strong political leaderships in quality management 2nd European CAF Event – Luxembourg 1-2 June 2005
