THE ROLE OF VARNA TPP AS PART OF THE NATIONAL ELECTRICAL ENERGY SYSTEM Varna TPP • With three out of its six units, it provides 60% of the cold back-up of the national power system, which was activated 41 times in 2011 • Furthermore, it is an essential source for Northeastern Bulgaria • Over the last few years Varna TPPhas repeatedly managed to prove its exceptional significance in the event of emergency situations, repairs of other capacities of the electrical energy system, increased consumption of electricity, or in energy crisis situations • The power plant was crucial for ensuring energy stability in Bulgaria when the deliveries of Russian gas stopped in January 2009, as well as during the prolonged repairs at Unit 6 at KozloduyNPP in the autumn of 2010 • The capacities of the power plant have been used time and again in force majeure circumstances to meet abrupt increases in the demand of electrical energy Varna TPPplays a key role for the energy balance of the country and for ensuring stability of power supply These are all but a few examples that evidence the great significance of Varna TPP, not only locally, but also on a national level Ecologisation of Varna TPP

Emission restrictions for the units at Varna TPP: - derogation of Article 4, Directive 2001/80/ЕС - compliance with Directive 2010/75/ЕС - compliance with Directive 2001/80/ЕС or decommissioning - decommissioning - transitional period for Directive 2001/80/ЕС 2. Scheduled measures to ensure compliance: • Decommissioning units 1, 2 and 3 by the end of 2015 • Ecologisation of units 4, 5, and 6 to reach the limits as per Directive 2010/75/EC by constructing desulphurization installation, reconstructing the electrostatic precipitators and installing deNOxing units Ecologisation of Varna TPP

Emissions of greenhouse gases Emissions of greenhouse gases • Realization of investments in the amount of 64 033 000 euro, included in the national investment plan for the 2013 - 2020 period • The main issue is the lack of clarity in the legislation regarding the reimbursement of the expenses on free quotas Ecologisation of Varna TPP
