  3. PCA: Purpose To provide statewide/regional training and technical assistance (T/TA) to all existing section 330 health centers, regardless of PCA membership status. To provide T/TA to all interested organizations seeking section 330 resources and how they can be used to meet community health needs.

PCA T/TA Requirements • State/Regional Health Center T/TA Activities • Program Requirements: To improve compliance of existing health centers in the state/region with Health Center Program requirements. • Performance Improvement: To strengthen clinical and financial performance and enhance the operations of existing health centers in the state/region. • Statewide/Regional Program Assistance To provide T/TA to potential and existing health centers based on statewide/regional and/or HRSA/BPHC priorities. Note: Refer to “PCA Recipient Roles and Responsibilities” on pages 3-6 of the funding opportunity announcement (FOA).

Award Information • Approximately $43 million annually • Approximately 51 cooperative agreements • Project period: up to 5 years • Project period start date: September 1, 2012 Note: An organization’s budget request cannot exceed the annual level of federal section 330 funding that is currently provided in the state/region. This applies to any year of the proposed project.

Eligibility Requirements Entities that can provide T/TA on a statewide/regional basis to community based organizations: • Domestic public or private, non-profit or for-profit entities • Faith-based and community-based organizations • Tribes and tribal organizations Note: Applicants with no experience working with potential or existing health centers and community-based providers with similar missions will not be competitive.

  9. Funding Restrictions • Construction/renovation of facilities • Activities not approved under the cooperative agreement • Reserve requirements for state insurance licensure • Lobbying/advocacy efforts

Application Deadlines & Requirements Note: Applicants who do not complete Phase 1 by the deadline will not be able to move to Phase 2 and will not be able to submit an application. • Page limit: 80 pages or 10MB • Format: Single-spaced,12 point, easily readable font (e.g., Times New Roman, Ariel, Courier) and 1-inch margins Resource: http://www.hrsa.gov/grants/apply/userguide.pdf

Two-Tiered Submission Process • Phase 1: Grants.gov - Due April 2, 2012 • Applicants should register early! • Organization must register in the Central Contractor Registry (CCR) and Data Universal Numbering System (DUNS) prior to registering in Grants.gov. • Applicants will receive a validation email from Grants.gov. • Phase 2: HRSA EHBs – Due April 26, 2012 • Upon successful completion of the Grants.gov submission, applicants will receive an e-mail confirmation with a tracking number. HRSA Electronic Handbooks (EHBs) • Once an application is successfully submitted through Grants.gov and downloaded into the EHBs, HRSA will issue the applicant a tracking number. • The Project Director and Authorizing Official must register in EHBs. • The Registered User will need: • Grant Announcement Number (HRSA-12-114) • Grants.Gov Tracking Number • HRSA EHBs Tracking Number

Project Work Plan – 4 Sections The 12-month work plan should address: • ONLY the activities to be supported under the cooperative agreement. • PCA recipient roles and responsibilities on pages 3-6 of FOA. • Short-term and long-term T/TA needs of potential and existing health centers in the state/region. • Projected target goals for the end of the 5-year project period. Important Reminders • Grants.gov deadline is April 2, 2012 by 8 PM ET. • HRSA EHB deadline is April 26, 2012 by 8 PM ET. • Applications may not exceed 80 pages or 10MB. • Applicants will enter information directly into EHBs for the Project Work Plan. • Failure to include all required documents may result in your application being deemed incomplete or non-compliant.
