  2. LSE Issue for ERCOT Interconnect • In response to the FERC Order October 16, 2008, Texas RE must register entities as LSEs. Filing will occur in December 2008. • FERC Order approves NERC’s proposed short-term solution for LSE registration, requiring that DPs be registered as LSEs—being handled through LSE Registration Working Group. • Longer-term solution is for TRE to request standards. Some regional standards necessary now to supplement above filing, because there is no LSE in ERCOT region performing functions of some of the NERC standards.

  3. SAR-005 and SAR-006, Remove LSE Applicability • SAR-005-TRE-01 • EOP-002-TRE-1 Capacity and Energy Emergencies • SAR-006-TRE-01 • MOD-017-TRE Aggregated Actual and Forecast Demands and Net Energy for Load • MOD-018-TRE Reports of Actual and Forecast Demand Data • These SARs remove the LSE Applicability from the NERC standard because ERCOT performs these functions and RC and PA is already in the list of applicability.

  4. SAR-007, Remove LSE Applicability • SAR-007-TRE-01 • MOD-019-TRE Forecasts of Interruptible Demands and DCLM Data • MOD-020-TRE Providing Interruptible Demands and DCLM Data • MOD-021 TRE Accounting Methodology for Effects of Controllable DSM in Forecasts • This SAR removes the LSE Applicability from these NERC standards because TPs in ERCOT Interconnect already perform these functions as the TP, and TP is in the list of applicability.

  5. Standard Drafting Team Slate for SARs 005, 006, 007 • Barry Kremling GVEC • Stephen Solis ERCOT • Daryl Curtis Oncor • Robert Kelly Brazos Electric • Stephen Knapp Constellation • Matt Pawlowski FPL • Still accepting nominations. Should have complete SDT slate by December 11, 2008 • Today, need ROS approval of slate subject to RSC approval of these SARs on December 16.
