Introduction – people with disabilities • People with disabilities has increased annually - Registered people with disabilities was 2,137,226 in 2008 - 53.0% of people with disabilities is physical disabled - Hearing/Speech is 10.4%, Visual is 10.3% Table: Number of registered people with disabilities by types of disability in Korea (March, 2008) Unit : person ※ Source : Ministry of Health, Welfare and Family Affairs, Statistics on registered people with disabilities, 2008.3

Law and regulations on ICT accessibility Overview of National Informatization Act (enacted 2009) • Major provisions on ICT accessibility - Providing ICT access and usage for PWDs and the elderly · Governmental agencies should keep web accessibility standard · Making ICT accessibility guidelines - Providing Assistive Technology and ICT for PWDs - Promoting IT access environment for PWDs and elderly people - Providing IT Learning Opportunities for the underprivileged - Establishing “National Information Society Agency(NIA)”

Law and regulations on ICT accessibility Overview of Korea Disability Discrimination Act(enacted 2009) • Major provisions - Providing Information Access Rights - Providing reasonable accommodations in IT and communication - Defining the role of the governmental agencies - Web accessibility obligations (2009 ~ 2015 years) · 2009 : Government Agencies and their Subsidiary, etc.. · 2011 : University and College, Major hospitals, etc.. · 2013 : Private Corporation, etc.. · 2015 : Culture & Art Corporation

Law and regulations on ICT accessibility Regulation • Recommendable Guidelines to improve accessibility for the disabled • and the elderly to the IT services and IT product (2002. 1) • - Chapter 1 : General rules • - Chapter 2 : Design Guidelines on the Functions of IT Products/IT Services • - Chapter 3 : Guideline Recommendation on Web Documents

ICT accessibility policies and activities 1 Developing and Supplying ATs for PWDs • Supporting to develop assistive technologies in order to exchange pure technologies for products since 2004 - 20 products were developed (Magnification, screen reader, etc.) • Supplying the assistive devices such as screen reader, Braille display, etc.. (Government Subsidy 80%) - 20,160 PWDs had earned subsidy to buy ATs • Developing AT exhibition websites (http://at4u.or.kr/)

ICT accessibility policies and activities 3 Developing ICT accessibility standards • Developing ICT accessibility standards since 2005 - National Standards : Web & ATM(Automatic Teller Machine) • Internet Web Contents Accessibility Guidelines • - Composition : 4 Basic Principles 14 Checkpoints • - Reference Guidelines : Section 508 ∮1194.22 & W3C WAI WCAG 1.0 & W3C WAI WCAG 2.0 Draft Version(2003. 6)

ICT accessibility policies and activities 4 Conducting Research on ICT Accessibility • Conducting Survey on people with disability's computer and internet usage every year • Investigating the status of web and IT products’ accessibility compliance (Computer, ATMs, Cellular Phone, etc..) - Conducting survey on awareness of web accessibility • Operating Initial projects on Telecommunication Relay Service for the hearing impaired • Conducting research on ubiquitous accessibility, S/W accessibility

ICT accessibility policies and activities 5 Increasing Awareness of ICT Accessibility • Operating web accessibility education programs for public servants and web developers Table: web accessibility educational programs since 2005 • Developing Web Accessibility Evaluation Tools • - 2003 : “A-Prompt” Korean Version • - 2005 : KADO-WAH(Web Accessibility Helper)

ICT accessibility policies and activities • Operating web accessibility certification programs since 2007 - Blue House got a web accessibility certification in 2008 • Holding campaigns and seminars about ICT accessibility • Cooperating with UN-ESCAP, Microsoft, TRACE Center, etc.. • in order to increase ICT accessibility

Conclusion • Law and regulations are essential to improve ICT accessibility - Korea Disability Discrimination Act will be very helpful • Continue to develop ICT accessibility standards - Accessibility standards on specific products and services such as Mobile, IPTVs, etc.. is a key - Accessibility should be considered early stage on development • Cooperation with ICT corporations and PWD’s advocacy groups is very crucial to improve ICT accessibility • Strong international cooperation
