  • Cca 50-60 bil. CZK (2-2,5 bil. €) willnot bespent

  • Someexpenseswill not becertified (4-6 bil. €)

Criticism

Criticism:

  • Too many OP (splittingoffocusofreg. policy)

  • Toolowabsorbtioncapacity (subjectsunable to spendmoney)

  • Underestimationofrevisionmechanisms

  • Inefficiency in moneyspending

  • „Soft“ project do not workproperly (but CZ has oneofthelowestshareof soft projects + expectedhighersharefor 2014-20)

  • Unfair competitionforsubjectswithoutsubsidies

Reasons for inefficiency

  • MissingLow on Civil Service (unprofessional, fluctuating and politicalymanipulatedstaff)

  • Crucialconditionfor 2014-2020 fromthe EU to acceptthislaw (only EU country withoutit)!

  • 2014-20 period:

  • Questionableis to cancel ROP (Northwest vs. sestof NUTS2)

  • Regional autonomy in decessionmakingisimportant

  • Absorbtioncapacityfor soft programmes
