  2. Main goals of CBP Reorganization: Accelerate implementation Focus on restoration Increased accountability

  3. Reorganizing the CBP • Surveys, interviews, reports, meetings since 2006. • PSC ad-hoc workgroup selected Reorganization Proposal on October 5, 2007. • Proposal was vetted with Sate partners, CBC, CAC, LGAC, and IC. • Proposal was modified based on this feedback.

  4. How Do We Improve focus on Implementation? Emphasize short term, action oriented, outcome driven teams to address critical issues Strengthen leadership Improve access and involvement of a broader spectrum of interests Simplify the organizational structure

  6. Issues and Solutions Issue: Too Many Committees and Meetings Solution: Reduce Standing Subcommittees Remaining Subcommittee will be asked to conduct self-assessment and recharter mission and goals. FAC CESC BSC IMS

  7. Issues and Solutions Issue: Need to become more flexible and efficient Solution: Create Action Teams

  8. Issues and Solutions Issue: Need to better engage local government and citizens Solution: Need to better engage CAC and LGAC. LGAC and CAC have substantially increased their activities and input.

  9. Issues and Solutions Issue: Financing the restoration needs to be elevated but there were some questions about creating a Finance Panel Solution: CBP will have the opportunity to test concept of Finance Panel with the National Environmental Advisory Board (NEAB).

  10. Issues and Solutions Issue: The IC (MIB) needs to direct and coordinate the efforts of the subcommittees and workgroups through comprehensive strategic planning. Solution: Development of the CAP andmore robust operating procedures.
