1. Kyiv Oblast State Administration Kyiv Oblast Complex Program for Family Support, Prevention of Child Neglect and Homelessness, Reform of Residential Care “Towards Children” for 2008-2017 Adopted by the Resolution of the Head of Kyiv Oblast State Administration № 1617 from December 17th, 2008; Approved by the Resolution of Kyiv Oblast Council № 431-24-V from April 2, 009

2. OVERALL GOAL • To prevent child neglect and homelessness, to ensure implementation of all rights of the child deprived of parental care as well as support is provided to families in need.

3. PRINCIPLES FOR IMPLEMENTATION OF THE PROGRAMME • Best interest of the child is taken into account in the process of reform of institutions; • Priority is given to kin relatives when making decision about placement; • Ensuring and supporting contact of the child with biological family or relatives; • Movement of the child from one placement to another to be done only when based on assessment and individual care plan; • Work on causes, but not consequences; • Priority is given to activities aimed at development of family type care or social adaptation of children from institutions.

4. EXPECTED RESULTS • The rights of the child are fulfilled and state provide all necessary support; • The number of children reintegrated into biological families and adopted by citizens of Ukraine is increased; • Foster families and adoptive parents are more respected in the society; • Common approach to financial support for all children is implemented; • The number of children separated from their families has significantly decreased; • The responsibility of local governments for social protection of children is enforced; • The system of care for children is complex and developed.

5. OBJECTIVES 3. To ensure that every child under 3 years old who became deprived of parental care is placed only in family type care (kinship care, national adoption, foster family, family type children house) based on the kin relations. 1. To ensure provision of social services at the level of community to every family in need and especially where the risk of separation of children is high. 2. To develop a range of alternative to internats services for families and children based on the needs in every administrative unit of the oblast (rayon, city/town, village). 5. To create an effective system of specialized services for children and youth deprived of parental care at the level of community. Goal of the Programme 4. To ensure reintegration and social adaptation of children who leave care from institutions. 6. To enforce responsibility of local governments and communities for ensuring the rights of the children. 8. To introduce an effective mechanism of financial support of children deprived of parental care based on Money follows child mechanism as well as support to vulnerable families. 7. To decrease the number of institutions in Kyiv oblast through transformation or closure based on developed plans.

6. Objectives and Key Performance Indicators 1. To ensure provision of social services at the level of community to every family in need and especially where the risk of separation of children is high. No child is separated from his/her family unless all complex of available social services is provided within the community. 90% of families in need are under social support and receive social services.

7. Objectives and Key Performance Indicators 2. To develop a range of alternative to internats services for families and children based on the needs in every administrative unit of the oblast (rayon, city/town, village). 90% of children deprived of parental care are placed in family type care in every administrative unit.

8. Objectives and Key Performance Indicators 3. To ensure that every child under 3 years old who became deprived of parental care is placed only in family type care (kinship care, national adoption, foster family, family type children house) based on the kin relations. 80% of children under 3 years old are placed in family type care. There is no children staying in the hospitals because of poverty and social reasons. Number of children under 3 years old who are placed in baby homes has decreased at 90%.

9. Objectives and Key Performance Indicators 4. To ensure reintegration and social adaptation of children who leave care from institutions. Number of children in institutions has decreased. 15% of children placed in institutions are reintegrated to their biological families or kinship families.

10. Objectives and Key Performance Indicators 5. To create an effective system of specialized services for children and youth deprived of parental care at the level of community. The level of criminals as well as number of baggers is decreased. The number of children who are studying or employed after leaving care.

11. Objectives and Key Performance Indicators 6. To enforce responsibility of local governments and communities for ensuring the rights of the children. The number of children who are deprived of parental care and are placed in family care within their community. The availability of a range of social services for family, children and youth within the community. The overall decrease of the number of children deprived of parental care.

12. Objectives and Key Performance Indicators 7. To decrease the number of institutions in Kyiv oblast through transformation or closure based on developed plans. 50% decrease in number of institutions. Decrease of occupancy rate of institutions.

13. Objectives and Key Performance Indicators 8. To introduce an effective mechanism of financial support of children deprived of parental care based on Money follows child mechanism as well as support to vulnerable families. Needs of children deprived of parental care are met by local governments.

Most of the vulnerable population has access to social services. Proper use of financial and human resources, optimization of local government work.
