  1. Highway Safety Manual Implementation Executive Workshop PresentationApril 20, 2011

  2. Highway Safety Manual Implementation Presentation Outline The Department is moving forward with a Highway Safety Manual Implementation Plan What is the Implementation Plan? Why should we use the HSM?

  3. The New Highway Safety Manual of 2010 • Methodologies are like those for assessing and assuring the adequacy of capacity • Based on 10-year research program funded by NCHRP, AASHTO & FHWA

  4. Highway Safety has Two Dimensions Standards Compliance Expected or Actual Crash Frequency and Severity

  5. Why should we use the HSM? Better methods improve the “bottom line”

  6. Why should we use the HSM? • The Highway Safety Manual contains crash prediction methods that can be applied to: • Major project alternatives • Design project features • Network screening for Safety projects

  7. Why should we use the HSM? SR 574 Example or 5-lane 4-lane divided Nspf-rs = exp(-9.17 + 1.17*ln(AADT) + ln(L)) Nspf-rs = exp(-12.34 + 1.36*ln(AADT) + ln(L)) Benefit = Reduction in Crash Costs = $6.43M – 2.21M = $4.22M = 2.6 Cost = Additional ROW Cost = $2.2M – 0.60M = $1.60M

  8. DISTRICT ACTION • Assign Top-Level District Champions • Participate in Top-down management presentations with the Central Office champions (Bob Romig, Brian Blanchard and Marianne Trussell) • Actively promote, support and advocate the benefits of implementing the Highway Safety Manual • Monitor pilot projects and implementation progress • Conduct recognition ceremonies for pilot project participants • Submit District Champion counterparts from Transportation Development and Operations to Marianne Trussell, Chief Safety Officer by April 29, 2011.
