  2. SHORT HYSTORY • In May 14, 1844the Tbilisi magnetic-metorological observatory was founded; • The Agency and its hydrometeorological department are heir-at-law . Therefore the Agency is the oldest organization in Georgia.

FUNCTIONS OF THE AGENCY • On the territory of Georgia and Black Sea in the fields of meteorology, hydrology, environmental monitoring and geodynamics carrying out observations, analysis, researches, forecasting and provision with products population, governmental bodies, and various sectors of economy; • Issuing warnings in case of disasters of meteorological, hydrological and geodynamic origin and in occasion of high and extreme pollution of the environment; • Fulfillment of international commitments under various conventions and bilateral and multilateral agreements in the spheres of meteorology, hydrology, geodynamics and environmental pollution monitoring in frames its competence.

  5. ACTIVITIES IN THE SPHERE OF MONITORING OF ENVIRONMENTAL POLLUTION

MONITORINGOF ENVIRONMENTAL POLLUTION For assessment of natural and anthropogenic impact on the environment the Agency is responsible and obliged to carry out continuous and systematic monitoring of the environmental (soil, water, SEA and air) pollution. The monitoring includes: • Regular sampling of the water, soil and atmosphere on the whole territory of Georgia; • Caring out of corresponding chemical analysis (57 ingredients); • Calculation of various statistical characteristics; and • Producing various data sets and informational materials, such as data sets of pollutants, polluting objects, passports of observing stations network, annual bulletins etc. The service has in its disposal a rich historical material - 50-60 years long observational data, including 54 ingredients (physical-chemical parameters, main ions, biogenic substances, heavy metals etc.).

  7. MONITORING OF ENVIRONMENTAL POLLUTION The Environmental Monitoring Unit (at present the Department of Monitoring of Environmental Pollution) was established at 1958. It possesses the special observational network, that provides the Department with probes and samples. The Department have in its disposal the rich historical material (40-50 years old) according 80 ingredients, namely: • so called first day observations (specific conductivity, salinity, pH, temperature, dissolved oxygen and redox potential); • organic (pesticides, oil products, phenols, surface active synthetic substances etc.);

MONITORING OF ENVIRONMENTAL POLLUTION • non-organic pollutants (Main ions: CO3--, HCO3-, Cl-, SO4--, Na+, K+, Mg+2, Ca+2; Biogens: NO3-, N H4+ NO2-, N H3, Si, PO4---); • heavy metals (Cu, Zn, Mn, Cd, Pb, Fe, Mn, Co, Ni, As) etc. The main areas of analysis services are to carry out monitoring of water, soil and air pollution. The Centre is analysing 54 ingredients in water (at present 35), 10 components in air (4-5) and 16 components in soil. In addition the Agency is fulfilling the specific analysis (Gravimetric analysis, chemical analysis of the precipitation and radio-chemical analysis in water and soil)

MONITORING OF ENVIRONMENTAL POLLUTION For assessment of pollution the Agency has prevalent methodological background of the analysis (physical-chemical methods of the analysis) of all ingredients, namely: ·Spectrophotometric, ·  Atomic-absorption, ·  Chromatographic, • Titrimetric methods and etc. The monitoring of the contamination of surface waters (Black Sea, lakes, reservoirs) until recent time were carried out in 223 control points.

QUALITY CONTROL OF MONITORING DATA Until 1992 Quality Control of surface waters characteristics were carried out according to methodological … of the Hydrochemical Institute of Rostov, (Russia) based on so called interlaboratory control. On the basis of interlaboratory control is carried out: • Assessment of Recurrenceaccuracy of the analysis; and • Control of adequacy of analysis. Inter laboratory Control of recurrence of error s made by assessment of accidental component and its interpretation. Therefore it provides determination of recurrence of accidental error by 95 % reliability. For that some amount of hydro chemical samples are repeatedly estimated determination of accidental error mean square deviation from standard. This method is called determination of controlled pair as the part of earlier analyzed sample is used.

ECOLOGICAL MONITORING OF THE BLACK SEA • Fortheassessment of theecological conditions of the Black Sea Coastthe Center of the Black sea Monitoring of theNationalEnvironmentalAgencyiscarringouthydrochemical, hydrobiological and ichthyologicalmonitoring. Theobservations are undertaken in 5 stations: i. R. Chorokhiinflow; ii. Batumi;iii.Tsikhistdziri-Kobuleti; iv. R. Supsainflow; v. Poti.

ECOLOGICAL MONITORING OF THE BLACK SEA • Samplingiscarriedseasonaly, ontwohorizonts of 20 m izobaths (0-5 m, 0-20 m) that are distuinguishedbytheoptimallifeenvironmentforthedevelopment of marine organisms. Samplesweregatheredfromstarboardside of theseinerusingbathometer, Iuday net and Petersendredge. • Basedoncarriedinvestigations : i. thechemicalparameters; ii. typecomposition, abundance and seasonaldynamic of marine plankton (fito- and zoo-) and bentos organisms; iii. thebiodivercityindex are determined. • Duetoichthyologicalmonitoring: i.fishtypes and speciesspreaded in Georgiancoast; ii. theirpreservative status; iii. Thefish reserves and fisheryquota are refined. • The outputs of themonitoring are dispatchedtothe Black Sea Commission (LocatedStambul, Turkey).

  15. INDICATORS OF THE GEORGIAN BLACK SEA COAST WATER MONITORING PHYSICAL AND OCEANOGRAPHYCAL CHARACTERISTICS : I. Conductivity; ii. Suspended particles. CHEMICAL CHARACTERISTICS: i. Salinity; ii. Dissolved oxygen (mg/l); iii. Percent of oxygen; iv. pH; BIOGENIC ELEMENTS: i. Ammonium (mg/l); ii. Nitrites(mg/l); iii. Nitrates (mg/l); iv. Phosphates (mg/l); v. Silicates (mg/l); vi. Chlorophyll-A (mkg/l).

  16. INDICATORS OF THE GEORGIAN BLACK SEA COAST WATER MONITORING MICROBIOLOGICAL CHARACTERISTICS: i. Collie index; ii. General amount of saprophytes; iii. General amount of microorganisms. HYDROBIOLOGICAL CHARACTERISTICS: • FITOPLANCTON: i. Amount of species; ii. Abundance(cell /m3); iii. Biomass(mg/m3). • ZOOPLANCTON: i. Amount of species; ii. Abundance(instance/m3); iii. Biomass(mg/m3); •  MACROZOOBENTOS: i. Amount of species; ii. Abundance(instance/m2); • Biomass(g/m2).
