  3. Fund Flow Management • Present Scenario: • GOI – State – DRDA – PO – Gram Panchayat • GOI – DRDA – PO – Gram Panchayat • GOI – State – GP • Issues: • Delayed transfers to PO and GPs. • Fund parking at PO, GP • Delay in Submission of Adjustments/ UCs • Mismanagement of funds.

Suggestions for Fund Flow • Option 1: GOI – DRDA – GP (Karnataka, Bihar) • Appointment of Fund Manager (State: Karnataka, District : Bihar) • Use of RTGS/CBS for online transfer(Karnataka) • Monitoring of balance fund in GP account (Bihar) • Option 2: GOI - DRDA – PO – GP • PO is responsible for monitoring and MIS. • Revolving Fund to GPs (Rajasthan) • Prior assessment and transfer in installments • Fund Flow Authorization System (Tripura).

  5. MIS Related Issues • MIS Accessibility: • Interruptions • Server Not available. • Software issues – e.g. Error Messages etc • Line Department data entry (Bihar). • Infrastructure availability: • GP Offices, hardware, equipments, operators etc. • Internet Connectivity (North East States).

  6. MIS Related Issues • MIS Data/ Reports: • Opening & Closing balance not matching. • Arrear Payments data entry (Tripura). • Deleted jobcards reappearing (Tripura) • MIS Modules showing different figures. • MIS Reports for PO/ GP/ Line Depts – proper formats. • Master data modifications

MIS - Suggestions • State Level Servers (Kerala). • Offline data entry – launch of Version 6.0 • eMuster Rolls- Structure modifications. • MIS entry through BNRGSK at GP (Rajasthan). • Automatic release of funds once 60% expenditure is incurred by IAs. • Internet Connectivity to GPs (MoRD to take up with BSNL)

Wage Payments through Banks/POs • Opening of Zero Balance Accounts (Mah) • Delay in Cheque Clearance (Orissa) • Delay in payment of wages by banks • Issues related to wage payment data & scrolls. • Post offices - manpower shortage, insisting on deposits (Kerala). • BC Model – Non-Cooperation from SBI, UBI (Tripura).

  9. Wage Payment Suggestions • Extension of BC Model with Biometric Smart Cards (Tripura) • Mobile Banking for payments (Anoppur, MP) • Banks/ Post Offices should participate in National Level Conferences of MoRD. • Exemptions from Bank/PO payments (North East)

  10. Suggested New Works • Brick Klins by Gram Panchayat • Village level cleaning of public places. • Community Sheds (Manipur). • Kitchen and Dining facilities for AWC and Schools (Tripura) • Boundary Walls to SC/ST/BPL community habitats

  11. General Issues • Land Acquisition for BNRGSK (Bihar) • At least 200 days work for weaker sections. • Non Availability of technical staff at GP • Separate jobcards for individual members in household
