  1. FOREST CORE INDICATORS MDG, CSMDG and other Relevant Forest Indicators CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  2. Approach • Definitions of indicators/statistics and Measurement • Data Quality Challenges / Inconsistencies • Sources of Data • Periodicity of measurement • Data Relevance and Use CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  3. Forest Statistics in Suriname Provisions regarding Forest Management and Control: • International Treaties (CBD / UNFCC / ACT) • Constitution • Planning Law 1973 (spatial planning MUMA) • Nature Protection Law 1954 • Agrarian Law and Domain Law Agriculture • Forest Management Law 1992 • Game Law CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  4. National Ministry of Physical Planning, Land and Forest Management Foundation Forest Management and Cotrol (SBB) Production and NWFP: Yearly The Suriname Forest Service (SFS): yearly Environmental Statistics (ABS): every two year Others: Conservation International, Conservation Foundation Suriname and University: yearly International FAO - Forest Resource Assessment International Timber Trade Organization (ITTO) IUCN CITES / TRAFFIC UNEP Sources: Forest Core Indicators/ Statistics CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  5. MDG, CSMDG AND OTHER CORE INDICATORS: • Total Forest Area • Protected Forest Area • Protected forest area as % of total forest area • Proportion of Land Area covered by Forest (MDG, CSMDG) CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  6. Total Forest Area Definition (FAO) • Total Forest Area: Forest is defined as land spanning more than 0.5 hectares with trees higher than 5 metres and a canopy cover of more than 10 percent, or trees able to reach these thresholds in situ. It does not include land that is predominantly under agricultural or urban land use • Includes: areas with bamboo and palms provided that height and canopy cover criteria are met; forest roads, firebreaks and other small open areas; forest in national parks, nature reserves and other protected areas such as those of specific scientific, historical, cultural or spiritual interest; windbreaks, shelterbelts and corridors of trees with an area of more than 0.5 ha and width of more than 20 m; plantations primarily used for forestry or protective purposes, such as rubber-wood plantations and cork oak stands. • Excludes: tree stands in agricultural production systems, for example in fruit plantations and agroforestry systems. The term also excludes trees in urban parks and gardens. CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  7. Total Forest Area: Measurements Method: Via national forest inventories and remote sensing National forest inventories are expensive and, as a result, they are carried out at infrequent intervals in many countries. On the other hand, easier access to remote sensing has enabled recent assessments of forest and tree cover. CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  8. Total Forest Area CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  9. B. Protected Forest Area Definition (FAO) Protected Forest Area: A forest that is generally situated on broken ground, or ground subjected to periodic or permanent floods, and therefore rendered physically non-productive and difficult to manage, with the exception of the lands included in the category below. CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  10. Protected Forest Area CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  11. C. Protected forest area as % of total forest area Definition (FAO) Measurement Methods: The measurement compares the amount of protected forest area to the total forest area as a percent. CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  12. D. Proportion of Land Area covered by Forest (MDG, CSMDG) Definition (FAO) Measurements Method: The indicator is defined as the proportion of forest area to total land area and expressed as a percentage. 1. National 91% (SBB) 2. International 95% (FAO) CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  13. Data Gaps • Within the forestry sector no data gaps as such. CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  14. Data Availability • Data are available on both national and sub-national level. Data are available on a regular basis for time series analysis. For forest area, the data are often estimates, which are not always comparable because of changes in definitions and assessment methodologies. • For protected areas which cover more than forested lands, it may be difficult to obtain a precise estimate of the area of the forested part due to a lack of good vegetation maps CARICOM-ENVIRONMENT FOREST, SURINAME 13-17-'10

  15. Data Quality Challenges / Inconsistencies • The indicator is limited to forest ecosystems. • It does not provide information on the ecological value of the protected areas. • The country can set aside large areas of forests with a low importance for biological diversity and continue to unsustainably harvest high valuable non-protected forests. • The indicator says nothing about the effectiveness of the protection; either from the viewpoint of ecological representivity, or management and law enforcement. Ideally, the protected forest area should cover representative examples of all existing forest ecosystems, with the area appropriate to their rarity or uniqueness. • The indicator does not in itself provide information on the degree of protection, including the range of allowable uses. • There is wide international understanding and agreement on the terminology of protected forests. However, the application of the concepts vary from country to country, especially with respect to the definition of protect area in relation to the IUCN classes. • Further work needs to be done to evaluate the relative importance of different kinds of forest ecosystems and how to assess the relative value of endemic forest ecosystems.
