The ECC standard • Complete smart card specification covering the physical, electrical and logical features • In two-steps: Experimental standard first, then EN • Split into three parts: • Part 1: Physical, Electrical and Transport Protocol • Part 2: Logical Data Structure and Security Services • Part 3: Management of the card and services

  3. European Citizen Card progress • ECC-1 sent yesterday for circulation • ECC-2 two-extra months required • ECC-3 New Work Item proposal to be submitted • Work Plan to be ready by June 15th • Target Publication: End 2005/ Q1 2006

  4. ECC aligns with market&legal needs • Tenders coming in certain countries • G5 agreement for a national interoperable eID card • First discussions on a Directive to regulate recognition of eID in Europe • The TS if approved, can remain stable for 3 years, then EN • Feedback needed from the governments to go ahead with ECC-3

Main technical choices for ECC-1 • ISO 7810 (bank card) format • Only contact interface mandatory • ISO Contactless interface conditional • USB interface optional compliant with 7816-12 • Methodology for card Durability and specific Testing applicable only to personalized cards • Security Evaluation according to CWA 14169 • Physical Securities depending on the ECC

  6. Main technical choices for ECC-2 • Electronic signature mandatory • Both Java Card and File-Oriented cards supported • APDU: Cryptographic, File and AID selection • Authentication mechanisms with privacy • Common Data Structures • Biometrics and ICAO application optional

  7. Some pending ECC-2 issues • 7816-15 : Integration of Swedish comments • Question of relative path ( AIDs integrated) • ATR indication if MF is available or not ( historical bytes) • Format of CV Certificates in case of EC • Algorithm Identifier for SHA –2 • Data sharing between ICAO and other Application • Recommendations for Authentication Protocols

ECC-3 New Work Item content • Application life cycle management • Personalisation Aspects: ISO/IEC 7816-13 is only WD • ECC Middleware • ISO / IEC 24727-1/2 are at CD ballot • ISO / IEC 24727- 3 WD • Services to be supported by the ECC (info) • Business models for the ECC ( info) • ECC operation and issuance procedures (info)
