  2. Science and Technology for Development Africa is lagging behind other regions of the world. The application of science and Technology in the continent has been constrained by a many factors including: • Lack of suitable policies • Inability to adequately implement the policies where they exist

  3. Science and Technology for Development Because of: • Weak institutions • Inadequate legislative, legal and regulatory framework • Inordinately small number of qualified and trained scientist and engineers • Inadequate capacity

  4. Science and Technology for Development This is a situation that must be addressed as a matter of urgency. Individual African countries have a central role to play. At the same time respective academies can and should play an important role in such areas as: • Improving the quality of trained personnel through better quality of education • Building capacity (critical issue) • Strengthening of R&D and innovation at universities and research institutions

Science and Technology for Development • Strengthening of R&D and innovation at universities and research institutions • Playing a leading role in the generation of awareness on the part of decision and policy makers and of the public at large • (Of particular importance, in the particular for policy and decision makers: they need to appreciate the crucial role of science in development)

  7. Science and Technology for Development • There are also issues of brain drain and its impact on: • Transfer and adaptation of technology • Building and retaining capacity at the national and continental level. These are but a few of the myriad of the many issues that we must confront
