Background • BBL IRF service implemented October 2010 • CSEP Ancillary Agreement completed November 2010 • One shipper signed up so far • An Agent is required to allocate gas between multiple shippers • BACL is a non-profit company set up by shippers to manage the matching and allocation at the Bacton IUK CSEP • BACL along with six shippers are driving the implementation of an allocation agent for BBL Exit Point for 1 January 2011 • Proposed principles and rules are based on the existing Bacton Agent and Claims Validation Agent arrangements. Main points of the consultation • Proposed governance and agreement structure • Cost recovery mechanisms • Information exchange process • Allocation rules • Modification process • Same as Bacton Agent • Same as Bacton Agent with some cost sharing • Similar to CVA • Similar principles to Bacton Agent and CVA • Same as Bacton Agent Transmission Workstream 2/12/10
