Story End-consumer exposure • Mid-2012, a number of health complaints emerged following use of polyurethane spray foam in crawl spaces in the Netherlands. • The cause of these health complaints is yet to be determined. • Complaints received significant media coverage and attention from politicians. • ISOPA and the Dutch spray foam sector analysed the issue. • ISOPA has developed an industry-initiated programme. 2

The application • Crawl Space is predominately a dutch application, there are also some areas in Belgium & Germany. • Crawl Space describes the cellar in a house, which has only a very low height. • PU Spray Foam insulation has been used or 30 years to insulate more than 80.000 crawl spaces in the NL. • The are probably between 25 – 50 Sprayfoam companies (SME`s) in the NL activ in the marketplace. • For ISOPA member companies Sprayfoamers are TIER 2. 3

Important Milestones 2013 30th August Publication of the TNO Report NUON commissioned TNO to carry out an evaluation of potential healthrisks for the residents of the corresponding homes based on the measurement Results collected by TNO.   7. Important Milestones 2013 12th September Debate at Dutch Parliament • All MPs plus minister Blok articulated theirappreciation of the steps the industry hastaken. As one MP phrased it:“We can`t demand more from the industrythan it has already done” • All MP`s plus minister Blok indicated that a continued dialogue with experts involvedas being the way forward • Not a single word was spoken about a bannor a moratorium – that`s definitely offthe table

State of Play • Independent scientific testing by TNOshows that Polyurethane (PUR) spray foam in crawl spaces can be applied safely. • The cause of health complaints in the NL remains to be determined and is being investigated on a case to case basis. Based on the current information there is a small likelihood that there is any link between PUR spray foam and the health complaints. • To minimalize any risk, the industry has implemented extra precaution measures to further improve the safe use of spray foam insulation in crawl spaces. • The industry takes the issues of health and safety very seriously and continues to closely monitor the developments and offers its full collaboration to the Dutch authorities. The Dutch authorities have shown trusts in the steps the industry is taking and at this point don’t see a need for extra regulation.

Timeline - Chronology • Media reported a family could not re-enterits home for 9 months after application of PU spray foam • Negative coverage for NUON, but eventually died down May 2012 • Nieuwsuur: Health complaints registered from > 7 families • Creation of anti-PU spray foam organisation: “Meldpunt Purslachtoffers” • > 50 articles and videos were identified 21 Feb 2013 • Dr Atie & Dr Louis Verschoor published an article in Dutch medicaljournal Medisch Contact associatin PU spray foam with negative healtheffects and calling for a ban of the material 6 March 2013 • As a result, PU spray foam business for crawl space in the NLhas become non-existent April 2013 ISOPA and Industry actions • Nov 2012 ISOPA sought contact with all stakeholders to initiate an improved safety programm • Jan 2013 Programme elements decided, development started • Mar 2013 Training package & Safety guidelines approved and agreed • Apr 2013 Kennis Platform PU SPF initiated

Horizon Q3/Q4 • Kennis Platform is preparing press statement to reacton the official release of the TNO report 27th August 13 • NUON will somehow report on the official publication of the TNO report • Kennis Platform and ISOPA will send a letter to the dutch ministrieselaborating in detail on our position towards the TNO report. 30th August 13 • Further stakeholder meetings in NL planned September 2013 • Handover of the Kennis Platform to the dutch associations Q4 2013
