Rule Background • DNR is currently authorized by the U.S. EPA to manage a state program recognized as equivalent to the federal Resource Conservation and Recovery Act (RCRA). • To retain authorization and EPA funding, DNR must have analogous regulations to the federal hazardous waste regulations in 40 CFR 260 – 279.
