  1. October 17th2008 Moscow Summit Hosted By Vladimir Putin

  2. Purpose of Conference • To look at previous ideas on solving world issues and why they haven't worked and why issues haven't been solved. • To look at Russia in world Politics and settle issues surrounding them. Possibly create stronger ties with countries. • To come together and form solid agreements on certain world issues and take steps to eliminate these issues entirely.

  3. Previous Ideas... • Annapolis Conference • Middle East peace conference held on November 27th, 2007, at the United States Navel Academy in Annapolis, Maryland, United States. • The conference marked the first time a two-state solution was articulated as the mutually agreed-upon outline for addressing the Israeli-Palestine conflict. • Leaders of Israel and the Palestinians agreed to restart talks aimed at hammering out a comprehensive peace agreement by the end of this year. • If it was not for this conferences’ success then the Moscow summit would not be taking place or would there ever be any hope for peace in the middle east.

  4. Previous Ideas...Continued • Road Map for Peace • The Roadmap for Peace, developed by the United States, in cooperation with Russia, the European Union, and the United Nations (the Quartet), was presented to Israel and the Palestinian Authority on April 30. • The destination is a final and comprehensive settlement of the Israel-Palestinian conflict. Ongoing good-faith efforts by both Israelis and Palestinians are required to implement the Roadmap. • The United States, other members of the Quartet, and regional Arab leaders will work to support and facilitate the process. They also will meet regularly to evaluate the parties’ performance in implementing the plan.

  5. PHASE I: Ending Terror and Violence, Normalizing Palestinian Life, and Building Palestinian Institutions - Palestinian leadership issues unequivocal statement reiterating Israel’s right to exist in peace and security and calling for an immediate end to all acts of violence against Israelis anywhere. - Israeli leadership issues unequivocal statement affirming its commitment to the two-state of an independent, viable, sovereign Palestinian state living in peace and security with Israel, and calling for an immediate end to violence against Palestinians anywhere. - Palestinian institution-building includes drafting a constitution for Palestinian statehood and conducting free elections. - Israel withdraws from Palestinian areas occupied since September 2000, as security progresses, freezes all settlement activity, and dismantles outposts. It takes measures to improve the Palestinian humanitarian situation. • PHASE II: Transition - An independent Palestinian state is created with provisional borders and attributes of sovereignty. The Palestinian leadership continues to act decisively against terror and to build a practicing democracy based on tolerance and liberty. - An international conference will be convened by the Quartet after the Palestinian elections to support Palestinian economic recovery. Multilateral Middle East issues also will be addressed, including water, environment, economic development, refugees, and arms control issues. • PHASE III: Permanent Status Agreement and End of Israeli-Palestinian Conflict - Palestinian reform is consolidated and its institutions stabilized while effective security performance is sustained. Israeli-Palestinian negotiations aim at a permanent status agreement in 2005. - A second international conference convened by the Quartet leads to a final, permanent status resolution on borders, Jerusalem, refugees, and settlements. It also supports a comprehensive peace settlement between Israel and Lebanon and Israel and Syria, as soon as possible.

  6. Russia • Russia and Ukraine • NATO – Russia will agree for Ukraine to join NATO as long as they agree not to allow the United States to put anything in their country (ie. Anti ballistic missile systems or military radar) • Russia and Georgia • Russian forces responded to attacks by secessionists in South Ossetia, an ethnic enclave, in northern Georgia, by pummelling civilian areas in the regions capital, and seeking to retake the territory by force. • Moscow has supported the secessionist government for more than a decade and so retaliated targeting key military centers in Georgia. • When the Georgian attack on South Ossetia killed Russian soldiers Moscow intervened. • Russia would like the world to formally recognize South Ossetia and Abkhazia as individual regions or for them to become part of Russia.

  7. Nuclear Weapons • For there to even begin to be peace between countries the arming of countries needs to decrease. • This “reacting” to other countries arming themselves by arming other countries is leading to an arms race. (ie Pakistan is arming themselves because they are afraid of India has nukes that were given to them by the United States) • History is repeating itself • Possible Strategies • All countries must submit to the International Atomic Energy Agency coming into their country and doing a full evaluation, all countries must disclose all information regarding weapons. From information found out international community decides upon action to reduce arms in certain countries. • Which countries need nukes?? *Open Discussion*

  8. October Surprise • Iran • Iran needs to have full disclosure of Israel's nuclear capabilities • Iran has no reason to use nukes and have stated against the accusations that they have them • They don’t want to nuke Israel because they want the land for the Palestinians • United States primarily created this problem by not supporting them, they must accept the Russian support they are given because its all they have. • Possible Strategies • Needs to be an agreement made between Iran and International Community pertaining to support for them and how to reduce threat they feel • Needs to be diplomatic talks between Iran and United States so that progress can be made.

  9. Darfur • China is fuelling conflict in Darfur by exploiting Sudan for it’s oil while providing arms • Possible Solutions • China re-directs it’s investments elsewhere and stops exploiting Darfur • United States and other powers need to step up and take control of situation, why is everyone letting China run rampant? • World puts intense pressure on China to leave Sudan – cut of resources, cut off trading partners • United States is allowing this situation to continue because they rely on China for the money they lend to them. The United States needs to stop borrowing money all together and therefore would not owe China their support.

  10. Iraq • *Dani’s presentation on currant situation* • Iraq would like United States and all coalition forces removed from Iraq by 2011. • What Needs to Happen • Need global support to rebuild Iraq • Need to use their own resources and military, need to be independent • Need to have an independent government that has the power to create its own policies. • Need a solution to the surge • What Steps Need to be Taken • Use $75 billion dollars of their own money that's available rather than using the U.S. Money • Other ideas *Open Discussion*

  11. Israel-Palestine Conflict • Israel- Palestine need to come to an agreement to begin negotiations about a two state solution and what the boundaries would be. Need mediator. • What needs to happen before these negotiations can start? • Palestine has to unite as a government but Israel cannot expect them to do that when Palestine is split into Gaza and the West Bank, if they are connected than they will be able to become one government. • Gaza Accord?? • Israel needs to think about taking down the wall, if they want everyone else to comply with international law than they must set an example not be exempt from it. • Who should mediator be? • UN • G8 (international forum for the governments of eight nations: Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States)
