Challenges to Implementation of 2006 Budget • Cash flow problems experienced with the donor component of budget has led to high debts; • Disbursement of unanticipated expenses such as exchange rate losses incurred under the supply of equipment for various health institutions under the Spanish Protocol 1 from the 2006 GOG investment budget.

  3. 2007 Priorities • Projects requiring counterpart funding. • Projects procured under international competitive bidding with legal implications for delayed Payments; • Payment of all outstanding bills • Projects earmarked for completion in 2007; • Projects urgently required in deprived areas; • Reactivation and completion of relevant suspended/abandoned projects; • No new projects in 2007
