  2. Background • Back on Track! Moss Landing Community Plan re-started in March 2012 • Reviewed project notes and correspondence • Reviewed and evaluated revised draft plan • Discussed process w/ CCC staff • Prepared Draft 2012 Moss Landing Community Plan

Plan Overview • Reorganized Document • Land use, circulation, and wastewater treated separately • Land Use Section • Harbor uses addressed in Land Use section (Harbor District plans addressed in separate section) • Recreation uses addressed in Land Use section (Public Access addressed in separate section) • Energy Facilities and Industrial Development addressed in Land Use section • New Circulation Section • New Public Services Section, including: • Wastewater Management • Water Resources

Plan Overview (Cont’d) • New Section on Conservation and Open Space, including: • Biology section (new) • Shoreline Erosion section (new) • Effects of Sea Level Rise (new) • Commercial Fishing and Boating (renamed to Harbor District) • Visual Resources and Community Character (renamed to Scenic Resources)

Land Use Adjustments • Land Use Changes • Special Treatment Area (STA) designation dropped for Island • New designation created for Island called “Waterfront Commercial” • “Harbor Facilities” designation changed to allow residential use of boats • “Light Commercial” uses along Moss Landing Road now include possibility of upper story residential use • North of Potrero STA changed to disallow medium-density housing • “Outdoor Recreation” designation changed to allow youth hostels • New designation created for Elkhorn Slough called “State Scenic Waterway”

Next Steps and Schedule • Revision of Draft Plan in response to public comments • Publish Public Review Draft of 2012 Moss Landing Community Plan in July/August • Expand EMC Planning Group’s authorization to complete EIR. Expected completion of EIR in Spring 2013 • Conditional approval of plan and certification of EIR • Coastal Commission review and certification
