  1. Status of 1st National Certification Examination for Energy Managers and Energy Auditors – 2004

BACKGROUND & STATUS • The Government of India has enacted The Energy Conservation Act, 2001 (No 52 of 2001, 29th September 2001) with effect from 1st March 2002. • The Act provides mainly for efficient use of energy and its conservation and for matters connected therewith or incidental thereto. • As per the Energy Conservation Act 2001, it is mandatory for all the designated consumers to get energy audit conducted by an Accredited Energy Auditor [under clause 14(h) and 14(i)] and to designate or appoint an Energy Manager [under clause 14(1)].

Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India, is empowered to specify the regulations and mechanism to meet the above objectives. • BEE has retained the National Productivity Council (NPC) as the National Certifying Agency on the advise of Governing Council of BEE, for conducting the National Certification Examination for Energy Managers & Energy Auditors under the aegis of BEE.

As a first step, BEE released an advertisement for the first examination scheduled on 15th and 16th November 2003, in all leading newspapers throughout India on 30th April 2003. • A prospectus containing the application giving necessary details of examination like Eligibility, Fees, Examination Papers & Schedules, Centres, Supplementary exam, Syllabus, etc. was also prepared. • To qualify as Energy Manager, a candidate has to pass in THREE Papers of Written Examinations. • To qualify as Energy Auditor, a candidate has to pass FOUR Papers of Written Examination and a VIVA examination

  5. The Guide Books for four papers covering the entire syllabus prescribed for the examination were prepared • 3000 copies of Guide Books (a set of four books, for different papers) were printed. A set of guide books were dispatched to each candidates during October & November 2003. • A total of 674 and 2142 candidates had registered for the Energy Managers and Energy Auditors examination respectively. • Also candidates’ database was created on Microsoft Access platform. A separate database for Energy Managers and Energy Auditors were created.

The examination was postponed twice due to a large number of requests and the announcement of General Elections for the Lok Sabha by Govt. of India and the same was conducted at 23 centres all over India on 22nd & 23rd May 2004 • Board of Examination comprising six members under the Chairmanship of Ex Chairman ,CEA and members from CII, PCRA, AICTE, BEE and NPC , was constituted by Bureau of Energy Efficiency.

A panel of question paper setters, moderators and evaluators for the written examination was approved by the Board of Examination. • The Board of Examination has also approved the structure of examination for the question papers. • The written examination was conducted at 23 centres on 22nd & 23rd May 2004 all over India. • The number of candidates who appeared for written examination were 568 for Energy Managers and 1823 for Energy Auditors.

  8. Panel approved by the Board of Examination evaluated the papers. • For the Energy Auditor candidates who have successfully qualified in all four papers of the written examination, Viva Voce examination was conducted at four metros viz New Delhi, Mumbai, Kolkatta and Chennai during September and October 2004. • A Panel of members approved by the Board of examination evaluated the candidates in Viva voce examination.

NPC has submitted a comprehensive report which was approved by the Board of Examination in its meeting held on 30th December, 2004 • Director General ( BEE ) has accepted the report of NPC as approved by the Board of Examination and results have been announced in the print media and on the Bureau’s website.
